- Bielefeld / Germany : The civil law working group (AK) data retention presents the initiative “We don't save!”. Since the federal government is planning a law that will make it mandatory for Internet service providers to save the IP addresses of website users for a possible investigation that may take place later , the AK expresses with its action that such logging is prohibited under the Telemedia and Telecommunications Act be.

- Baghdad / Iraq : On his first trip to Iraq, the Prime Minister of the United Kingdom Gordon Brown announced that the number of British soldiers in Iraq would be reduced by 1,000 to 4,500 by the end of the year.
- Lisbon / Portugal : The Commission of the European Union (EU) is planning a directive which obliges the EU member states to make greater use of energy from renewable sources . The share of so-called “green energy” in total consumption is to increase to 20% by 2020.
- Pyongyang / North Korea : The three-day summit meeting between South Korea's President Roh Moo-hyun and North Korea's leader Kim Jong-il begins under the sign of relaxation. Moo-hyun previously crossed the demilitarized zone on foot . It is the second inter-Korean summit since the Korean War more than 50 years ago. The first summit took place in 2000, also in Pyongyang.
- Rangoon / Myanmar : The United Nations Special Envoy Ibrahim Gambari meets the Prime Minister of Myanmar. Despite the international attention, the government is forcefully ending the protests against the military dictatorship.
- Washington, DC / United States : The US Congress accuses the private security company Blackwater that its employees in Iraq , equipped like soldiers, were involved in nearly 200 shootings, including shooting civilians.

- Lisbon / Portugal : In Lisbon, Portugal, EU heads of government agree on the Lisbon Treaty . It was decided that Italy would get one more seat than previously planned. In the contract it was decided that not everyone has to agree to a resolution, but only the so-called double majority with 55%, 65% of the citizens of the European Union must belong to these states. The state parliaments or referendums should approve the treaty by 2009. The parliament will then no longer consist of 785 seats, but only 750. The contract also contains a rule according to which citizens can request a law if it has been signed by a million citizens. This contract is to be signed in Brussels in December. The new voting rules will only apply from 2014, the rules on parliament and the EU foreign minister will apply from 2009.

- Ankara / Turkey : In a referendum in Turkey, a constitutional amendment was approved. In future, the president will no longer be elected by parliament, but directly by the people. The president's term of office will be reduced from seven to five years.

- Ankara / Turkey : Turkey is determined to take military action against Kurdish separatists in northern Iraq - although the US has asked for such an operation to be postponed. The Turkish Prime Minister Erdogan says: "We don't need permission from anyone".
- Heuersdorf / Saxony : When the Emmaus Church from the 13th century was raised to transport height, the move to Borna , 12 kilometers away, began for several days , because the Central German Brown Coal Company in Heuersdorf wants to develop the mining area south of Leipzig .

- Bonn / Germany : The draft law to simplify German environmental law has started. The Federal Ministry for the Environment, Nature Conservation and Nuclear Safety announced that the draft law should be ready by mid-November 2007.
- Hamburg / Germany : The decisions by the SPD - national party are criticized by the other parties. The CDU announces that there will be no speed limit on motorways with it . The FDP considers the federal government to be incapable of governing and prefers early federal elections .
- Vienna / Austria : UNIDO employee Aeryn MJ Gillern disappears under mysterious circumstances at the age of 35.
- Wiesbaden / Germany : According to the Federal Statistical Office , the savings rate rises to 10.9%, which is as high as it was in 1990.
- The US is no longer against Turkey's military advance in northern Iraq, a White House spokeswoman says the Turks have the right to search for the eight soldiers kidnapped by the PKK .

- Germany : October unemployment figures have fallen by 110,000 since September. In October, 3,434,000 were still registered as unemployed, 650,000 fewer than in the previous year.
- Germany : The SPD is committed to ensuring that travel costs to work for less than 20 km are tax-deductible, since January 2007 only costs from the 21st kilometer can be deducted. This is also supported by CDU members. SPD parliamentary group leader Peter Struck says the rule of the current commuter allowance is unconstitutional. Federal Finance Minister Peer Steinbrück (SPD) is against it.
- India : German Chancellor Angela Merkel is on a state visit to India.
- Italy : Several migrants from Africa die trying to immigrate to the European Union in the Mediterranean . The Italian authorities arrest 14 people suspected of being a smuggler.
- Orbit : The astronauts on the STS-120 mission are assembling the carrier for the ISS solar cells . If everything works, the power supply for the European Columbus space laboratory would be secured.
- Rheinsberg / Germany : The reactor pressure vessel of the decommissioned Rheinsberg nuclear power plant is brought to the interim storage facility in Lubmin , Mecklenburg, almost 300 km away . It is the first reactor transport on German rails. Twelve nuclear opponents who are blocking the tracks are temporarily arrested. The nuclear power plant was officially put into operation in the GDR on May 9, 1966.
- Zurich / Switzerland The world football association FIFA will decide on the 2011 Women's World Cup ; Germany wins the contract.
- Federal Environment Minister Gabriel ( SPD ) is against a speed limit , he says that a speed limit would be of little use to the climate.
- The GDL announces that it will strike freight traffic at the weekend if the state labor court in Chemnitz lifts the strike ban on freight traffic.

- Berlin / Germany : The grand coalition continues to argue about the statutory minimum wage in the postal sector, the CDU argues against the minimum wage that only the post office and not the competition were involved in the negotiations with Ver.di about the minimum wage. According to the CDU, only a third of the postal sector are involved, and 90% according to the SPD.
- Madrid / Spain : The Spanish parliament passes a law officially condemning the Franco regime and recognizing the rights of people persecuted for political, ideological or religious reasons during the civil war and the subsequent dictatorship.
- Madrid / Spain : 21 of the 28 participants in the Madrid attacks were sentenced to imprisonment, only convictions were given where there is certain evidence, therefore the remaining 7 were acquitted and received compensation. According to Spanish law, the individual sentences are added together, so the prosecutors demanded 300,000 years in prison. The main defendant was sentenced to 40,000 years in prison, and two other main defendants were sentenced to more than 30,000 years, but under Spanish law the maximum imprisonment period is only 40 years. In the ten bomb explosions on trains, 191 people died and almost 2,000 were injured.
- Pakokku / Myanmar : For the first time since the beginning of October, Buddhist monks are demonstrating again.
- Russia : The country is withdrawing its flight rights from Lufthansa Cargo due to a dispute over flight and security charges.
- Stuttgart / Germany : Environment Minister Tanja Gönner (CDU) has announced that from March 1, 2008, cars without an environmental badge will be banned in eight cities in Baden-Württemberg .
- Togliatti / Russia : A bomb attack was carried out on a bus in Togliatti.
- Wiesbaden / Germany : The BKA has the BKA's Nazi past investigated.
- According to a study by the Federal Environment Agency, the federal government's climate protection program can save 5 billion euros. Federal Environment Minister Gabriel says that climate investments are worthwhile for climate protection and the economy.
- The federal government is proposing a law to protect against takeover of German companies by foreign companies if it poses a security risk to the public. According to this, the Ministry of Economic Affairs should be able to prevent a purchase if a foreign entrepreneur wants to buy more than a quarter of a German company. Criticism of this proposal comes from the FDP, which warns that foreign companies would not be so easy to buy.
