46 of UEFA's 55 member associations had registered their national teams to take part in the qualifying matches . With Andorra and Kosovo , two countries took part in a World Cup qualification for the first time. Bulgaria and Macedonia did not register any team from the participants in the last qualification. A ranking list was first created for the registered teams.
The 16 countries with the lowest coefficients had to contest the pre-qualification. On January 19, 2017, four groups with four teams each were drawn, each of which played for five places in the qualification in the form of a mini-tournament between April 6 and 11, 2017. The four group winners and the best second-placed team, whereby only the results against the first and third count, and the remaining 30 teams then contested the main qualification in seven groups of five from September 2017 to September 2018. The seven group winners qualified - in addition to hosts France - directly for the World Cup, the four best runners-up contested a play-off round in October / November 2018 to determine the ninth and last European World Cup participant.
For the European teams, the World Cup qualification was also the indirect qualification for the women's soccer tournament at the 2020 Summer Olympics , as only the three best European teams qualify for the Olympic Games at the World Cup finals.

The draw took place on April 25, 2017 at the UEFA headquarters in Nyon. The 35 participants were drawn into seven groups of five, with one team from Pot A to E being drawn for each group. The pots were allocated according to the UEFA coefficient.
- Pot A: Germany, England, Norway, Sweden, Spain, Switzerland, Italy
- Pot B: Netherlands, Iceland, Scotland, Denmark, Austria, Belgium, Russia
- Pot C: Finland, Ukraine, Wales, Romania, Poland, Czech Republic, Ireland
- Pot D: Portugal, Serbia, Hungary, Bosnia and Herzegovina, Belarus, Slovakia, Slovenia
- Pot E: Northern Ireland, Croatia, the four group winners Albania, Faroe Islands, Israel and Kazakhstan as well as the best group runner-up Moldova from the pre-qualification

Asian Zone / AFC
The Asian Continental Association (AFC) identified its participants in the 2018 Asian Cup , which took place in Jordan from April 6 to 22, 2018. For this were Japan , Australia and the PRC and hosts Jordan qualifies automatically. Of the remaining 20 registered teams, 18 fought in four groups for the remaining four starting places. The draw for this took place on January 21, 2017. So that the Jordanian team could get match practice, they also took part in the qualifying games. Since they were group winners, the second-placed team in this group also qualified for the Asian Cup, while only the group winners qualified in the other groups. Qualification began on April 3 and ended on April 12, 2017. The group draw for the Asian Cup took place in December 2017.
China became the first team after hosts France to qualify for the World Cup finals on April 9, 2018. This also succeeded Thailand three days later with a 3-1 in a direct duel for second place against the Philippines. On April 13, Australia and ex-world champions Japan qualified, who separated 1: 1 in the last group game, after both played 0-0 against South Korea and beat Vietnam 8-0 and 4-0 respectively. South Korea, which also defeated Vietnam 4-0, became third in the group due to the one less goal scored and still had the chance to get the last Asian World Cup ticket in the game against the Philippines. Like four years before, Japan beat Australia 1-0 in the final and China finished third.
African Zone / CAF
The African representatives were determined at the 2018 African Cup of Nations, which took place in Ghana from November 17 to December 1, 2018 . The qualification for this began in February 2018. On 5 October 2017, the team of Equatorial Guinea has been ruled out in the event of a successful qualification of the World Cup because they had used several non-eligible players in the qualification for the Olympic Games 2016th Equatorial Guinea qualified for the African Championship in June, as did Algeria, Cameroon, Mali, Nigeria, Zambia and South Africa. On November 27, 2018, Nigeria and, for the first time, South Africa qualified for the World Cup finals by reaching the final of the Africa Cup of Nations. Cameroon won the third African World Cup ticket in the game for third place against Mali.
Central and North America as well as the Caribbean / CONCACAF
The representatives of CONCACAF were determined at the CONCACAF Women's Gold Cup 2018 . Canada, Mexico and the USA were automatically qualified for the Gold Cup. Five other teams, including two from Central America ( UNCAF ) and three from the Caribbean ( CFU ), could at regional tournaments qualify . Costa Rica and Panama from Central America as well as Jamaica and Cuba were the first teams to land after two rounds in the Caribbean. Trinidad & Tobago was the last team to qualify.
By making it to the finals, the USA and Canada qualified for the World Cup. In the game for third place, Jamaica beat Panama on penalties and qualified for the World Cup finals for the first time. Panama lost to Argentina in the Pan American playoff. The last World Cup participants Costa Rica and Mexico failed in the group stage.
South America / CONMEBOL
In South America, the 2018 South American Women's Soccer Championship serves as a qualifying tournament. This took place in Chile from April 4th to 22nd, 2018 . Brazil was the first South American team to qualify on the second match day of the final round, making it the eighth time to take part. As the second team, Chile qualified by beating Argentina 4-0 in the last game and can thus take part in the World Cup finals for the first time.
Playoffs CONMEBOL / CONCACAF
Argentina secured the last place to participate, which was played between the continental associations CONMEBOL (South America) and CONCACAF (North, Central America and the Caribbean):
Oceania / OFC
Oceanic Representative New Zealand qualified at the 2018 Oceania Women's Soccer Championship in New Caledonia. The Cook Islands, New Caledonia, New Zealand, Papua New Guinea, Samoa, Tahiti and Tonga were directly qualified for this, while Fiji qualified as the eighth team at a tournament in August 2018.
