He later studied at Harvard College of Harvard University in Cambridge , Massachusetts . He financed his studies through social security payments , scholarships, student loans and vacation jobs. After running unsuccessfully for a seat in the United States House of Representatives in 1990 , he ran again in 2008 and was this time elected to the 111th Congress . There he represented the state of New Jersey from January 3, 2009 to January 3, 2011 . In the 2010 elections to the 112th Congress, however, he was unable to defend his seat and was defeated by Republican Jon Runyan .
