John Carter

John Rice Carter (born November 6, 1941 in Houston , Texas ) is an American politician and former judge . He is a member of the Republican Party and has represented the 31st Texas Congressional District in the United States House of Representatives since 2003  . He served as Republican Conference Secretary between 2007 and 2013 .

biography

John Carter received his bachelor's degree in history from Texas Tech University in 1964 . He studied law at the University of Texas at Austin and graduated in 1969 with a Juris Doctor degree .

After graduation, Carter served as a legal advisor to the Texas House of Representatives Committee on Agriculture . He then ran a private law firm in Round Rock . In 1981 Carter was appointed as a judge for the 277th Judicial District in Williamson County . He was elected to that position a year later, making him the first Republican to be elected to a county-wide position in Williamson County.

Carter resigned from the judiciary in 2001 to run in 2000 for the newly created 31st Congressional constituency in the US House of Representatives. After finishing second in the primary, he defeated Peter Wareing in the runoff election - which in this Republican stronghold was synonymous with an election victory. On January 3, 2003, he was able to take up his new mandate in the US House of Representatives. Since he was re-elected in all subsequent elections, he can continue to exercise his mandate today. Its latest legislative term runs until January 3, 2021. Originally, Carter represented a district that stretched from the suburbs of Austin to the suburbs of Houston and also included College Station with Texas A&M University . By changing the county boundaries in 2003, Carter now represents a county that stretches from the suburbs of northern Austin to Stephenville . Fort Hood , the location of the 1st Cavalry Division and the 4th Infantry Division of the US Army, is now also in the 31st district .

Carter is or was a member of the Grants Committee and three of its subcommittees. He is also a member of the Republican Study Committee . He is also a member of several Congressional Caucuses . Among them is that of the tea party movement related Tea Party Caucus . On November 17, 2006, he was elected Republican Conference Secretary by his party colleagues . He held this office until 2011. Carter is best known as the author of a law that makes it easier to prove identity theft and provides harsh penalties for perpetrators. The law was signed by President George W. Bush in 2004 .

He is married to Erika Carter. With her he has grown children Gilianne, Johnny, Teddy and Danielle. Carter is a member of the Evangelical Lutheran Church in America .
