In contrast to Asia and North America , building skyscrapers in major European cities is relatively uncommon. Due to the vertical urban planning dominants popular in European architectural history (especially in the Gothic and Baroque periods ) , numerous European cities have a historic skyline made of church towers and domes. In such cities (e.g. Vienna , Prague , Saint Petersburg , Dresden , Lübeck or Cologne ), the construction of high-rise buildings in the center is not politically viable.
The leading high-rise city in Europe is the Russian capital Moscow with ten buildings from 200 meters high, including four of the five tallest buildings on the continent ( Oko Tower 1 , Mercury City Tower , Capital City Moscow Tower , Naberezhnaya Tower C and Triumph Palace ). Moscow has experienced a remarkable construction boom in recent years, but since the outbreak of the financial crisis in 2007 some projects have been halted, such as the construction of the 612-meter-high Russia Tower . At the end of 2015, the 354 meter high Oko Tower 1 replaced the Mercury City Tower as the tallest building in Europe.
Until 2004, Frankfurt am Main was the leading high-rise city in Europe. In the German financial center there are five buildings from 200 meters high; the tallest are the Commerzbank Tower and the Messeturm .
The Spanish capital Madrid has made a leap forward in recent years : four buildings over 200 meters have been completed; the tallest are the Torre Caja Madrid and the Torre de Cristal .
The British capital London currently has three buildings from 200 meters. In July 2012, the 310 meter high The Shard was inaugurated as the tallest building in Europe at the time, but was only able to hold this record for four months.

The listing is based on structural height, i.e. H. Superstructures such as masts and spiers count towards the official building height if they are considered part of the building structure, but not if they are antennas , as these can be easily changed. Rules for assessing tall buildings are established and monitored by the Council on Tall Buildings and Urban Habitat in Chicago . The data listed here are taken from the Emporis high-rise database .
