The Luhansk Oblast ( Ukrainian Луганська область Luhanska oblast ; Russian Луганская область Luganskaja oblast ) is the easternmost of the 25 administrative units ( oblasts ) of Ukraine . It has around 2.24 million inhabitants (2014). The oblast borders Russia to the north, east and south (with the oblasts of Belgorod , Voronezh and Rostov ). In the northwest lies the Kharkiv Oblast , in the southwest the Donetsk Oblast .
On the border between the Kharkiv and Donetsk oblasts, the Siversky Donets meets the oblast and flows through it in a west-east direction to continue its course in Russia. The oblast has existed since 1938, when it was separated from the then larger Stalino Oblast (now Donetsk Oblast) of the Ukrainian SSR . Until 1958 and from 1970 to 1990 it was named Voroshilovgrad Oblast in honor of Kliment Voroshilov . In April 2014, the internationally unrecognized People's Republic of Lugansk was illegally proclaimed on a section in the south of the Oblast region . Ever since then, Levjerodonetsk has acted as the administrative center for the Ukrainian-controlled parts of the oblast. The only connection to the zone not controlled by the government is at Stanyzja Luhanska over a partially collapsed bridge and only on foot, nevertheless at the beginning of 2019 around 200,000 people crossed this artificial border every month.
Biggest cities
The formal capital of the oblast is the city of the same name, Luhansk, south of the Donets . The administrative facilities for the Ukrainian-controlled areas are currently located in Levjerodonetsk.

Administrative division
Luhansk Oblast is administratively divided into 18 Rajons and 14 cities directly under the Oblast administration. These are the cities of Alchevsk , Antrazyt , Brjanka , Kirovsk , Krasnyj Luch , Krasnodon , Lysychansk , Pervomajsk , Rowenky , Rubizhne , Sverdlovsk , Sjewjerodonezk , Stakhanov and the eponymous administrative center of the region, the city of Luhansk .
