- Belgrade / Serbia and Montenegro : As of today, the Federal Republic of Yugoslavia is a so-called "State Union of Serbia and Montenegro". This means that Montenegro and Serbia are henceforth "independent", but not sovereign states under international law . Montenegro was independent between 1878 and 1916. Many politicians in the country continue to strive for this status. Russia and France reaffirm their peace course and Russia speaks out again against a further resolution.
