Journalistic unit
The journalistic unit (PE) is a press statistics counting term that describes those daily newspapers in Germany that largely match in their cover section but not in the newspaper title. These are also so-called full or core editorial offices. The individual newspapers can be editorially and economically independent and appear in different editions . Yet they are counted as just one journalistic unit. In the title, as well as in the local text and advertisement, they stand out from one another to different degrees. A lot of local and regional newspapers (= editorial units) take over the cover, the supra-regional part, from a cover editorial office. They only produce the local part themselves. This increased use of an externally or centrally produced shell part is an essential feature of the process of journalistic concentration.
The term was coined in 1954 by Walter J. Schütz , then at the Institute of Journalism of the University of Münster, later in the Federal Press Office in Bonn active and honorary professor at the Institute of Journalism and Communication Research of the Hochschule für Musik . Until 2012 he published the number and development of PE every two years in the “Media Perspektiven”.

There was a phase of journalistic concentration after reunification in the new federal states. At the time of the fall of the Wall there were 290 editions in the GDR, divided into 37 journalistic units; 19 of them ceased to exist in the first three years after reunification. This was due on the one hand to the multiple takeovers by western publishers who bought the newspapers through the Treuhandanstalt, and on the other hand to the fact that the former state or SED party newspapers, some of which were daily newspapers, were dissolved.
