    The Bundesautobahn 26 (abbreviation: BAB 26 ) - short form: Autobahn 26 (abbreviation: A 26 ) - is a motorway in northern Germany . Construction began in 2002 near Stade . After its completion, the A 26 will lead in four lanes from the planned Kehdingen motorway junction ( A 20 / A 26) to Hamburg -Stillhorn ( A 1 / A 26), replacing the heavily trafficked and accident-prone federal highway 73 as a large-scale and regional main road connection, as well as the federal highway 7 Connect ( A 7 ) as a harbor passage with the federal motorway 1 (A 1). It will represent an important part of a future north-west bypass of Hamburg via the A 26 and the Autobahn 20 (A 20) with the planned Elbe tunnel. The planned sections 5a and 5b from the Kehdingen junction to the Stade-Ost exit together with the planned A 20 from Westerstede to Drochtersen form the coastal motorway in Lower Saxony.

    After its complete completion, the federal motorway 26 is to run from the planned Kehdingen junction near Drochtersen in Lower Saxony to the south, largely parallel to the Elbe in the direction of Hamburg, where it ends at the planned motorway triangle (A 26 / A 1) in Hamburg-Stillhorn.

    Lower Saxony

    In Lower Saxony , the federal motorway 26 will begin at the planned Kehdingen junction, which will connect to the federal motorway 20 with the planned Elbe crossing. From there the A 26 (sections 5a and 5b) runs parallel to the state road 111 (L 111) in the direction of Stade . The Hanseatic town of Stade it happened in the eastern part, the so-called.     The route of the planned motorway 26 begins in Hamburg northeast of the Moorgürtel nature reserve. The part called “A 26-West”, construction section 4b, begins at Neu Wulmstorf on the state border between Lower Saxony and Hamburg and is connected to the A 7 at Moorburg. The sixth construction section of the A 26 (so-called Hafenpassage, or "A 26-Ost") connects the A 7 with the A 1. It will lead into the HH-Stillhorn motorway triangle (A 26 / A 1 ).

    First plans in Hamburg: from the harbor crossbar to the harbor passage

    The planning of a southern route goes back to the 1980s. An east-west crossing of the Hanseatic City of Hamburg was initially planned as a so-called " Hafenquerspange ". The Hamburg Senate commissioned the urban project company to plan the port link road to the line specification of the Federation. The plan was to extend federal motorway 252 and connect it to federal motorway 7 in the west . It should run through the Elbe island Wilhelmsburg / Kleiner Grasbrook and the port area.

    In 2005, the city of Hamburg still stipulated the port crossbar, but according to the Hamburg Authority for Economics, Transport and Innovation , this variant could not do justice to the developments in the port of Hamburg. The increased need for handling on the road, due to the new sizes of ships at the time and an increased demand for railroad tracks, could not have been met by the port crossbar. The original plan was therefore discarded in 2011 and replaced by the southern route ("Hafenpassage").

    On April 30, 2011, the Federal Ministry of Transport, Building and Urban Development (today: Federal Ministry of Transport and Digital Infrastructure , BMVI) decided on the new planning of the port passage and described it as the “most suitable route for the trunk road”.

    Planning for the construction of the A 26 from Hamburg to the Kehdingen junction

    As early as 1961, the then Federal Transport Minister Hans-Christoph Seebohm called for the construction of Autobahn 26. For the first time, the A 26 was shown in 1970 in what was then the federal trunk road requirement plan. The road construction authority in Stade announced the groundbreaking for 1979 in 1976.

    However, this was to be delayed by almost 20 years: in 1990 the federal government officially decided to build the A 26. The symbolic groundbreaking ceremony was held in 1998 near Stade by the then Federal Minister Matthias Wissmann .

    Construction section 1 from Stade to Horneburg and partial construction section 2a from Horneburg to K 26 at the Jork junction have already been opened (as of December 2019).

    Existing route

    Construction phase 1 (Stade - east of Horneburg)

    The construction of the first 11.3 kilometer long construction section between Stade and Horneburg took place from 2002 to 2008. The section was opened to traffic on October 23, 2008. The lane width is ten meters, which corresponds to the standard cross-section RQ 26.

    The connection to the Hanseatic city of Stade was implemented with an elaborate “floating roundabout”, which lies above the B73. The A 26 merges with the B 73 immediately in front of the roundabout, which is built under the roundabout in the RQ 26 standard. The exit from the A 26 leads up to the roundabout , the B 73 coming from Hamburg leads to the roundabout and then via a connecting ramp down to the route in the direction of Cuxhaven. The roundabout connects two other surrounding streets. In the opposite direction, A 26 and B 73 are only indirectly connected to the top.

    Construction phase 2 (Horneburg - Buxtehude)

    For the second 9.15 km long section between Horneburg and Buxtehude lies zoning approval before since of 2004. So far only construction phase 2a has been completed.

    Construction phase 2a- (east of Horneburg - K 26)

    The first part of the second construction phase, section 2a from Horneburg to K 26 (junction Jork), was completed on November 28, 2014. Initially, it was only released for car traffic in the direction of Stade; on July 15, 2015, the direction of travel in the direction of Hamburg was also released for car traffic. For vehicles over 3.5 t gross vehicle weight, the Horneburg-Jork section is still closed until the opening of the following motorway sections.

    Construction phase 2b (K 26 - Este)

    The construction work on the second part of the Horneburg - Jork construction section, which extends from the K 26 to the Este, could only begin in January 2009 due to a lawsuit against the foreseen type of Este crossing and a plan change. The section is currently still under construction (status: end of 2020).

    Construction phase 2c (Este - east of Buxtehude)

    Part 2c runs from the east of the Este to the junction in the east of Buxtehude. After a partially successful lawsuit against the planned route, this section had to be relocated to protect the “Moore bei Buxtehude” nature reserve . In the area of ​​the Buxtehude junction , the A 26 is now 300 meters further north than originally planned, and thus largely outside of the local bird sanctuary. The amendment and amendment plan approval decision was issued on November 14, 2011 and has been final since April 24, 2013.

    A complaint by the city of Buxtehude regarding the planned bridge crossing over the Este was withdrawn by the Buxtehude council on April 22, 2013. The city spoke out against a "flat bridge over the Este" because the then mayor Jürgen Badur feared too great damage to the city's image, despite the sometimes positive prospects for the lawsuit. One of the city's concerns was that the bridge would no longer make the Este usable for shipping. In the course of the debate in Buxtehude, the federal government promised to build a bridge over which the Este would remain navigable. Construction of section 2c began in early 2014. The Lower Saxony state authority for road construction and traffic describes the 200-meter-long Estebrücke as the “most important structure” of the section.

    With regard to the expansion of Rübker Straße (K 40) in eastern Buxtehude as a feeder to the Buxtehude junction, the planning approval decision of the Stade district of February 8, 2018, was repealed by the Stade Administrative Court on November 19, 2019. This is unusual in transport projects, as the planning approval decision can often be improved without any problems. According to the court, the district made a "serious mistake" in the weighing process. Residents had sued against the noise and emissions as well as the use of their land.

    According to the current status, the city of Buxtehude does not have its own junction, even if the sand dam required for this has already been completely constructed. Coming from Hamburg you have to exit at the Neu Wulmstorf junction, from Stade at the Jork junction to reach Buxtehude. Critics see the associated heavy traffic around the city as unreasonable, as it hardly differs from the current situation without the motorway. It is uncertain whether Buxtehude can be connected to the A26 at a later date.

    Construction phase 3 (east of Buxtehude - Neu Wulmstorf)

    For the third, approximately 4.1 km long section from the planned connection point Buxtehude east of the Este to Neu Wulmstorf / Rübke , shortly before the state border Hamburg / Lower Saxony, there has been a planning approval decision since June 29, 2012 . Several residents of the Rübke community, which is part of the Neu Wulmstorf community, complained about the decision. A preliminary agreement between the nine plaintiffs and the planning agency, the Lower Saxony State Authority for Road Construction and Transport (NLStBV), was reached through a mediation process. As a result of the mediation process, a speed limit of 30 km / h was provided for vehicles on the main through road Landesstraße 235 (L 235).

    Construction began on September 5, 2013. Completion is planned for the end of 2022.

    In order to relieve the downstream traffic network, the B 3n was built as a western bypass of Neu Wulmstorf and southern feeder to the Rübke junction. It has been open to traffic since July 11, 2011.

    The municipality of Neu Wulmstorf is calling for an eastern bypass to Rübke in Hamburg for the northern feeder to the Rübke junction (as of January 2018). Representatives of the unified community Neu Wulmstorf feared that the Rübke location on the L 235 could be more heavily burdened by truck traffic if construction section 3 with the Rübke junction is open to traffic.

    It is to be connected to the existing B 3 in the further course to the south via the B 73 and thus create a better connection to the A 1 via the Rade junction. In the draft bill of the Federal Transport Infrastructure Plan 2030 , this section is listed as an ongoing project.

    Construction phase 4 (Neu Wulmstorf - Hamburg-Süderelbe motorway triangle)

    The 8.7 kilometer long fourth construction phase runs from Neu Wulmstorf, Lower Saxony, to the HH-Süderelbe motorway triangle, the connection to federal motorway 7 .

    Construction began on May 11, 2020. The section should be completed in 2025.

    Construction phase 4a (Neu Wulmstorf - state border)

    The plan approval decision was issued on August 8, 2018 for the 800-meter-long section 4a in Lower Saxony. Since November 6, 2018, the decision has been final.

    Construction section 4b / "A 26-West" (state border - connection A 7)

    The majority of the fourth section is planned by the Free and Hanseatic City of Hamburg as A 26-West or Section 4b. The construction section 4b / A 26-West runs north of the European nature reserve Moorgürtel. In the course to the west, the A 26-West is to be connected to the A 7 through the HH-Süderelbe motorway triangle. This is located east of the so-called flushing field near Moorburg. After this intersection, the A 26 will be continued as construction section 6 / A 26-East in the direction of A 1 . The plan approval procedure was initiated in 2012.

    In April 2014, quality negotiations began between the Hamburg Senate and the nature conservation associations NABU Hamburg, “Arbeitsgemeinschaft Naturschutz Hamburg” and “Schlickfall e. V. - Association for Nature and Wilderness ”. According to NABU Hamburg, the aim of the negotiations was to achieve a balance of interests between fruit growing, A 26 and nature conservation. The nature conservation associations temporarily broke off the negotiations in January 2015 because they did not see their concerns sufficiently taken into account by the Hamburg Senate.

    In January 2017, following an application for a change as part of the ongoing plan approval procedure, the planning documents were redesigned and objections and statements were made again in the process. The planning approval decision has been in place since December 21, 2018. In January 2019, the first preparatory measures such as B. Clearing work started on the future motorway.

    On January 10, 2019, an agreement was also reached as part of the quality negotiations. In addition to the nature conservation associations and institutions of the Free and Hanseatic City of Stade, u. a. also the Hamburg Port Authority signatories of the quality agreement. It will u. a. Crossing aids, noise barriers and the construction of a green bridge planned. The parties also agreed to create a biotope corridor in the Finkenwerder Süderelbe nature reserve . This sees u. a. an extension of the nature reserve Moorgürtel to the port railway. The environmental associations involved then waived a lawsuit against the planning approval decision. This means that building rights exist for construction section 4b .

    Construction phase 5 (Drochtersen - Stade)

    In May 2004 the Bundestag Transport Committee decided to extend the motorway from Stade northwest to Drochtersen by 15.8 kilometers and to connect it to the planned A 20. The planning approval procedure for construction phase 5 was initiated on September 20, 2010. In addition to the route, the connection point north of Stade and the connection to the existing route at the Stade-Ost connection point to be redesigned are the subject of the plan approval procedure. Due to the planned relocation of an industrial track in Stade and other changes to the plan, this section was divided into two sections 5a and 5b. Both are part of the overall coastal motorway project in Lower Saxony. The current plan approval procedure from 2010 will be continued for section 5a of the A 26. The procedure for section 5b of the A 26 has been discontinued and is to be restarted in 2020.

    Construction phase 5a (Drochtersen - Freiburger Straße / L 111)

    The planned section 5a begins at the Kehdingen junction and runs in the direction of Stade to the Stade-Nord junction. A connection to the L 111, the Freiburger Straße and the newly planned Wischhafener Straße is planned for the exit. The section is 10.1 kilometers long and includes a total of 17 bridge structures. The continuation of the planning approval procedure for section 5a was decided on February 26, 2019. It continues the planning approval procedure for construction phase 5 (initiated in 2010) with a few changes.

    Those affected could submit objections to the planning for construction section 5a up to May 22, 2019. The plan approval procedure is currently (as of December 2019) not yet completed.

    Construction phase 5b (Freiburger Straße / L 111 - Stade)

    The sub-construction section 5b begins at Stade-Nord and runs in the eastern part of Stade to the connection Stade-Ost. There it joins the already completed section 1 of the A26. The Hanseatic City of Stade arranged for the industrial track 1263 Stade- Bützfleth to be laid on the east side parallel to the A26. This section is 5.7 kilometers long. The swing is crossed by a trough structure . In addition, 10 road bridges, an intersection structure (A 26 - industrial track), an animal crossing aid for bats and an underpass for the existing cycle path are planned.

    The plan approval procedure for section 5b will be restarted as soon as the revised documents are ready and the Federal Ministry of Transport and Digital Infrastructure (BMVI) has approved the preliminary draft.

    Kreuz Kehdingen (A 20 / A 26)

    The Kehdingen junction will be a connection between the planned A 20 and A 26. In the north-west it will first be connected to the K 27 and K 12, which will be expanded for this purpose by the Stade district. In the medium term, a connection to a new B 73 is planned in the Federal Transport Infrastructure Plan, so that the K 27 and K 12 are relieved of through traffic.

    Construction phase 6 / "A 26-Ost" / "Hafenpassage" (A 7 - A 253 - A 1)

    The Federal Ministry of Transport is planning a 9.7 kilometer extension of the fourth construction section from the future Hamburg-Süderelbe motorway junction , beyond the A 7 through Wilhelmsburg, as a port passage or A26-East to the A 1 with a Hamburg-Stillhorn motorway triangle . To do this, another crossing of the Süderelbe is necessary. This section replaces the planning of the harbor cross bar , which was never realized, and is itself often incorrectly referred to as the harbor cross bar (see history).

    The construction is to be carried out in three sections from west to east: section “Moorburg” or “West” (construction section 6a), section port (construction section 6b) and section Wilhelmsburg (construction section 6c).

    Section 6a (West or Moorburg) is to lead from the future Süderelbe intersection to a future AS Hafen-Süd. In this area, connections to the connection points (AS) HH-Moorburg and HH-Hohe Schaar are planned. The plan approval procedure for section 6a was opened in February 2017. The documents were displayed from March 3, 2017 to April 3, 2017; the deadline for objection ended on April 18, 2017.

    Section 6b (“Mitte” or “Hafen”) is planned as far as the Hohe Schaar junction. The heart of section 6b is the new Süderelbbrücke , the design of which was presented on May 16, 2013 following an architectural competition. It is a cable-stayed bridge with two pylons. The clearance for ships should be 53 meters. The draft planning was approved by the BMVI.

    Section 6c (“East” or “Wilhelmsburg”) will eventually lead to the A1 and pass under the railway lines between Hamburg-Harburg and Hamburg-Wilhelmsburg in a tunnel. The draft planning for section 6c should be completed in 2019. This planning is accompanied by a public participation in Wilhelmsburg.

    The port passage should be completed by 2026.

    According to the Lower Saxony State Authority for Road Construction and Transport (NLStBV), the A 26 should relieve the B 73, L 140 and K 39 between Hamburg and Stade and take on supraregional and regional traffic. In 2005, the NLStBV assessed the volume of traffic, especially on the B 73, as “unreasonable interference” for the residents there.

    An investigation by the NLStBV comes to the conclusion that the downstream road network will in any case be relieved as soon as the northernmost section of the A 26 (construction section 5b from Drochtersen to Stade) and the Kehdingen junction are completed (according to the study in 2030). Compared to a scenario without the Kehdingen junction and section 5b of the A 26, the load on the L 111 would be reduced by 6,100 vehicles per day and the K 27 / K 80 by around 7,000 vehicles per day. After completion of all sections of the A 20, A 26 and the Elbe crossing, the NLStBV expects up to 6,500 fewer vehicles per day on the L 111 and up to 9,200 fewer vehicles per day on the K 27 / K 80.

    According to the Hamburg Authority for Economics, Transport and Innovation, the A 26 should "relieve the cities and municipalities along the B 73, as well as the district and state roads and ensure the accessibility of the southern Elbe region". In 2013, the authority counted 34,000 vehicles / 24 hours on the B 73, with 10% trucks on weekdays. In 2013, 37,000 vehicles per day were measured on the Köhlbrand Bridge.

    During the planning of the A 26, Lower Saxony's transport minister at the time, Peter Fischer (SPD), suggested that a toll should be levied on the planned route - a financing model for the private construction of motorways should thus be opened. This model was discarded for the A 26. The construction of the federal motorway is financed by the federal government, with 65% of the construction of the first construction phase and construction phase 2a being funded by the European Fund for Regional Development, a fund of the European Union.

    The Lower Saxony State Authority for Road Construction and Transport (NLStBV) puts the costs for the already completed construction phase 1 (Stade-Ost to eastern Horneburg) at 146 million euros. In 2001 the newspaper Die Welt assumed that 280 million marks would be needed for this section. For construction phase 2a, the costs amounted to around 61 million euros. 150.9 million euros.

    According to an article in the district newspaper Wochenblatt, the cost of the large Schwingequerung structure, also known as the “swing trough”, a trough structure on construction section 5b, is 80 million euros.

    Controversy

    The former Lower Saxony Minister for Economics, Technology and Transport, Peter Fischer, described the project in 1999 as "economically indispensable" for the regional development of the Lower Elbe. The main argument of those in favor of the A 26 was the high traffic load on the B 73 as early as the 1990s. According to the newspaper Die Welt , around 50 people died in accidents on the B 73 between 1993 and 2000 in the Stade district alone.

    Conservationists repeatedly complained about plans for the A 26. In 2005 the Lüneburg Higher Administrative Court decided in the so-called "Rübke judgment" in favor of the Lower Saxony Nature Conservation Association. The route in the area of ​​construction sections 3 and 4 then had to be moved 400 meters further north, closer to the residential development in the Rübke area. The Hamburger Abendblatt then reported on some angry reactions from residents.

    The Naturschutzbund Deutschland (NABU) described the A 26 East motorway project as a “symbol of a failed transport policy”. Since the growth of the Port of Hamburg has been completely overestimated, there is no longer any need for the route. In the opinion of the conservationists, the expansion of the A 26 East will, among other things, destroy valuable fen soils. The project runs contrary to the federal and state climate targets on several occasions, a stop is more economically, ecologically and socially sensible. In December 2020, NABU awarded the road construction project the negative Dinosaur of the Year award .
