The U18 World Championship was held from April 8th to 18th, 2004 in the Belarusian capital Minsk . The games were played in the Minsk Sports Palace (3,311 seats) and the Minsk Ice Palace with 1,823 seats.
Ten national teams took part in the tournament, playing in two groups of five teams each. Russia secured the world title by beating the United States 3-2 in the final. It was the second title for the Russians.

After the group matches in the preliminary round, the two group winners qualify directly for the semi-finals. The runners-up and thirds in the group each play a qualifying game for participation in the semi-finals.
