The 28th ice hockey world championships of the U20 juniors of the International Ice Hockey Federation IIHF were the ice hockey world championships of 2004 in the age group of the under-20s (U20). Between December 13, 2003 and January 14, 2004, a total of 40 national teams took part in the six tournaments of the top division and divisions I to III.

The world champions became the United States ' team for the first time , defeating neighboring Canada 4: 3 in the final . The German team was able with the victory in Group A of Division I secure the direct promotion to the top division, Switzerland finished eighth in the top division, thus securing just the league. Austria finished ninth in the top division, relegating it back to Division I after just one year.

The U20 World Cup was held from December 26, 2003 to January 5, 2004 in the Finnish cities of Helsinki and Hämeenlinna . The games were played in the Helsingin Jäähalli (8,200 places) in Helsinki and the Hämeenlinnan Jäähalli in Hämeenlinna with 5,360 places.

Ten national teams took part in the tournament, playing in two groups of five teams each. The United States secured the world title, which won the final 4: 3 against Canada. It was the first title for the Americans in this age group.

After the group matches in the preliminary round, the two group winners qualify directly for the semi-finals. The runners-up and thirds in the group each play a qualifying game for participation in the semi-finals. The fourth and fifth of the group games contest - if the result of the direct encounter from the preliminary round is taken with them - the relegation round and determine two relegated to Division I.
