The 27th ice hockey world championships of the U20 juniors of the International Ice Hockey Federation IIHF were the ice hockey world championships of 2003 in the age group of the under-20s (U20). A total of 39 national teams took part in the six tournaments of the top division and divisions I to III between December 13, 2002 and January 14, 2003 .

In its 27th edition, the competition was fundamentally reformed. The mode of the top division was slightly changed, with the teams playing out three final round and two relegation round participants in two groups of five. The final round was still played in the knockout system , but with six instead of the previous eight qualifiers. The two relegated were in a relegation round instead of the previous games in the knockout system of the two group last. The divisions I and II were increased from eight to twelve teams and from now on played in two separate groups of six, from which the respective winners rose to the division above. The bottom of the table had to relegate to the division below.

The world champion was the team of Russia for the twelfth time , who defeated arch-rivals Canada 3-2 in the final . The German team could not hold the class after the promotion last year and were relegated to Division I, Switzerland took seventh place in the top division and thus secured relegation. Austria was first in Group B of Division I and thus rose to the top division.

The U20 World Cup was held from December 26, 2002 to January 5, 2003 in the Canadian cities of Halifax and Sydney in the province of Nova Scotia . The games were played in the Metro Center (10,595 places) in Halifax and the Center 200 in Sydney with 4,881 places.

Ten national teams took part in the tournament, playing in two groups of five teams each. The world championship title was secured by Russia, which beat Canada 3-2 in the final. It was the twelfth title for the Russians and the second in a row.

After the group matches in the preliminary round, the two group winners qualify directly for the semi-finals. The runners-up and thirds in the group each play a qualifying game for participation in the semi-finals. The fourth and fifth of the group games contest - if the result of the direct encounter from the preliminary round is taken with them - the relegation round and determine two relegated to Division I.
