Heinrich Esser (1923–2010) was responsible for the design; on the inside wall of the large bowl he bears the inscription: “GESDET VOM / Heimatverein Beuel / 1988” and “BUILT BY HEINRICH ESSER”.

The six female busts are supposed to symbolize the rule of women in Beuel. In addition, the fountain shows horse heads and fish-like mythical animals, three of which act as gargoyles. An additional gargoyle, in the shape of a dog's head, is located under the fountain bowl.
