Hiiumaa is a rural municipality in the Estonian Hiiu County , the only rural municipality of which it is. In addition to the island of the same name, it also includes its surrounding islands.
The rural community was created in 2017 through the merger of the rural communities Emmaste , Hiiu , Käina and Pühalepa .
In addition to the main town Kärdla , the municipality consists of two large villages ( Käina and Kõrgessaare ) and 182 villages.
