The games of the 49th Ice Hockey World Championships and 60th Ice Hockey European Championships in 1983 took place in the Federal Republic of Germany , Japan and Hungary . A total of 24 teams took part, the A-WM took place for the 5th time in Germany.
The boredom in the title fight in the previous year again led to minor but significant changes in the hosting of the A-WM . After the preliminary round, the points and goals gained here should not be carried over to the final round. In this way, the aim was to prevent the dominant Soviet selection from having an unassailable point advantage at the beginning of the final round. It was hoped that this would lead to a significant increase in tension at the IIHF , which was also achieved at this tournament. This new regulation was also called "Lex Soviet Union" in specialist circles. In addition, the relegation round was reintroduced. The teams took the preliminary round points with them. In this way, they wanted to ensure that surprise successes in the preliminary round were also reflected in the final accounts.
This year's A-WM brought the USSR the 19th title win, which set the record for the Canadians, as well as the 22nd European title. But the new mode led to a long-lost tension in the title fight. Ultimately, the decision on the title was made only on the goal difference.
