In the top division, the four best teams in each group qualify for the quarter-finals. The total number of games is 64 games.

In Divisions I and II, the twelve teams are divided qualitatively into two groups of six teams. This is done on the basis of the final placements of the World Championships in 2018 . Division III plays with six teams. In the qualification for Division III, the teams play for a place in Division III 2020.

The last two of the two preliminary round groups are relegated from the top division to Division IA. As the host of the 2020 World Cup, Switzerland cannot be relegated. For the same reason, the first two will be promoted to the top division next year, while the sixth placed will be relegated to the IB division. In return, the winner of Division IB moves up to Division IA. The last one from Division IB is also relegated to Division II A. The promotion regulation of Division IB with one promoted and relegated also applies to Divisions II A and II B.

The 83rd Men's Ice Hockey World Championship took place between May 10 and 26, 2019 in the Slovak capital Bratislava and Košice . The venues were the Zimný štadión Ondreja Nepelu in Bratislava with 10,055 seats and the 8,378-seat Steel Aréna in Košice. A total of 470,853 spectators attended the 64 tournament games, which corresponds to an average of 7,357 per game.

Finland secured the title for the third time , defeating Canada 3-1 in the final . The Finns, who had only two players from the National Hockey League , prevailed in the final rounds with their defensive style of play against the top-class teams from Sweden, Russia and Canada. They had already won gold eight years ago at the 2011 World Cup in Slovakia. Third place went to Russia , who won the bronze medal for the third time in the last four years by beating the Czech Republic 3-2 in the penalty shootout .

In the question of relegation, the two promoted Italy and Great Britain as well as Austria and France crystallized on the first six match days . In the direct duels on the last day of the match, the two promoted teams were able to secure their relegation. Despite a 3-0 deficit, the British won 4-3 in extra time and, after twelve years in the top division, sent the French to Division I, where they last competed in the 2007 World Cup . In the duel between Austria and Italy between the two Alpine countries, Italy prevailed with a 4-3 win in the penalty shootout. The Italians managed to stay in the top division for the first time since the 2008 World Cup , while Austria had to return to Division IA after relegation as a promoted player in the previous year. The last time both newcomers held the class was in 2006 .

The group A tournament was held from April 29 to May 5, 2019 in the Kazakh capital Nur-Sultan (formerly Astana). The games took place in the 12,000-seat Barys Arena , the home ground of the KHL club Barys Nur-Sultan . A total of 41,552 spectators attended the 15 tournament games, which corresponds to an average of 2,770 per game.

At the tournament of Group A of Division I, the field of aspirants for promotion had already shrunk to three candidates after the second day of the tournament, after hosts Kazakhstan and last year's two relegated Belarus and South Korea were in the top half of the table with two wins and six points each, while Slovenia and Hungary and newcomers Lithuania were still waiting for the first point to be won. On the third matchday, South Korea lost their first game against the hosts, while Belarus won the trend-setting game against the Slovenes, reinforced by NHL player Anže Kopitar . The South Koreans could not get another victory on the fourth matchday against the relegation-threatened Lithuanians, so that both the Kazakhs and Belarusians from the direct duel each one point was enough for promotion. Both teams collected this with the hosts' 3-2 extra win. As a result, hosts Kazakhstan and Belarus secured promotion to the top division on the day of the advance. While the Kazakhs managed to return to the top 16 teams in the world after three years, the Belarusians managed to get promoted again after relegation last year. Kazakhstan finally celebrated the tournament victory, while Belarus finished second with the final but insignificant 1: 4 loss to South Korea.

In the question of relegation, however, it remained a three-way battle between the teams from Slovenia, Hungary and Lithuania until the final day. While the Slovenians won the two direct duels against the relegation candidates with two wins and 15-0 goals after three defeats at the beginning, the direct duel between Hungary and Lithuania on matchday three was ultimately decisive. Hungary won this clearly with 4: 1, but due to the surprising victory of the Lithuanians over South Korea it remained exciting until the final day due to the equality of points. With the 0: 9 against Slovenia, the Balts were immediately relegated to Group B.

The individual awards were shared among four of the six participating nations. The naturalized South Korean Matt Dalton was honored as the best goalkeeper . He was also appointed to the All-Star Team. However, the Slovenian Luka Gračnar had the highest catch rate and the lowest goals against goals . The group B tournament was held from April 28 to May 4, 2019 in the Estonian capital Tallinn . The games took place in the Tondiraba Jäähall , which holds 5,840 spectators . A total of 16,174 spectators attended the 15 tournament games, which corresponds to an average of 1,078 per game.

The tournament of Group B of Division I had a surprising outcome, in which outsiders Romania secured promotion to Group A. The Romanians, who only made it to Division I two years ago, achieved their best World Championship placement in 24 years when they finished 20th in the overall ranking at the 1995 World Championship . The Romanians particularly impressed on the defensive with only nine goals conceded and their team of goalkeepers fended off 94 percent of all opposing shots on goal. Due to the rise of Romania, last year's relegated team and tournament favorite Poland remained in Group B. The Poles also collected 13 points as the Romanians, but lost 3-2 in extra time in a direct comparison on the third matchday . Behind the two top teams, co-favorites Japan were unable to underpin their own ambitions with just six points and lost to, among others, the previous year's climbers and later relegated Netherlands. The hosts Estonia landed on ranks 4 and 5, followed by the Ukraine, which, as in the previous year, fell far short of their own expectations and after relegating from Group A two years ago could not play for promotion again.

Romanian Patrik Polc was named the best goalkeeper in the individual awards . He played three of his team's five games, while his teammate Zoltán Tőke had the highest catch rate and the lowest goals against. Her compatriot, the naturalized Ukrainian Pavlo Borysenko , received the award as the best defender and the Pole Patryk Wronka as the best striker. On the other hand, his teammate Damian Kapica collected the most points . There were six hits among his ten points. He was also the top scorer, sharing the top scorer's crown with his compatriot Filip Komorski and the Ukrainian Vitaly Lyalka . The most assists were made by Marcin Kolusz from Poland , who scored six goals.

On the first day of the tournament, Serbia was able to beat last year's relegated Croatia with the home advantage behind them, and newly promoted Spain won in their first two games and took one point from the game against the Croatians. Thus, on the final day, three teams were still able to advance to Division I, with Australia alone having the promotion in their own hands. Both Serbia and Croatia were dependent on rifle aid. The Croatians defeated Australia in the first game of the final day of the tournament, preventing them from returning to Division I after seven years of abstinence. Instead, Croatia sat at the top of the table and hoped for a victory for the Spaniards over Serbia. The Serbs finally equalized the game 28 seconds before the end and won the penalty shootout against the Iberians, which overtook the Croatians due to the direct comparison they had won and for the first time since 1992 - back then as Yugoslavia  - rose to the second highest performance class.

The question of relegation was also only decided on the last day of the match, when the People's Republic of China saved themselves with a clear 4-0 victory over Belgium and made the league perfect. The Belgians relegated to Group B after seven years in Division IIA, although they had both the top scorer Bryan Kolodziejczyk and Sam Verelst the tournament's top scorer in their ranks.

The group B tournament was held from April 21 to 27, 2019 in the Mexican capital, Mexico City . The games took place in the Pista de Hielo Santa Fe . A total of 7,031 spectators attended the 15 tournament games, which corresponds to an average of 468 per game. Initially, Santiago de Querétaro, about 200 kilometers away, was planned as the venue.

In Group B of Division II, the situation at the top of the table remained unclear for a long time. Only the Israeli team substantiated their claim to the tournament victory on the first day of play with a 6-3 win over relegated Iceland. Behind them were New Zealand and newly promoted Georgia, while North Korea slipped further and further down the table in the course of the tournament and hosts Mexico were in the table cellar from the first matchday on. In the further course Iceland and New Zealand turned out to be the worst pursuers of the Israelis, who made the fight for promotion unnecessarily exciting again by an extension victory over Mexico. Ultimately, Israel rose confidently with 14 out of 15 possible points after a five-year absence in Group A. Behind them, Iceland and New Zealand took the following ranks, Georgia managed to stay ahead of the game with six points.

The relegation to Division III seemed to overtake the host Mexicans over long distances, even after North Korea had defeated Georgia at the beginning. Ultimately, Mexico collected four points on the last two tournament match days - including a clear 8-2 victory in a direct duel against the North Koreans - and secured themselves for the third time in a row by a fifth place to stay. After four years, the Asians were relegated to Division III, from which they were promoted in 2015 .

The Division III tournament was held from April 22 to 28, 2019 in the Bulgarian capital Sofia . The games took place in the 4600-seat Winter Sports Palace. A total of 6,650 spectators attended the 15 tournament games, which corresponds to an average of 443 per game.

Host Bulgaria succeeded after three years in Division III and two second places in the two years since relegation to the intended return to Group B of Division II. The Bulgarians were able to win all five tournament games. Only in the game against second-placed Turkey was the final result with a 3-1 win a little closer, otherwise the team won by at least four goals. Behind the promoted team, a total of four teams fought for second place, including last year’s promoted Turkmenistan and last year’s relegated Luxembourg, who finally finished third and fourth.

The relegation to Group B of Division III, which replaced the qualification for Division III, had to accept the South African team, whose relegation was certain before the last day of the tournament. So the final victory over the Republic of China was meaningless and the South Africans were relegated from Division IIB to Division IIIB within four years.

The tournament for qualifying for Division III was held from March 31 to April 6 in Abu Dhabi , the capital of the United Arab Emirates . The games took place in the 1,200-seat Abu Dhabi Ice Rink . A total of 1,341 spectators attended the eleven rated tournament games, which corresponds to an average of 121 per game. The actual number of viewers was 1,585.

The United Arab Emirates secured the promotion , which after two years in the qualification for Division III rose again in the same. From a purely sporting point of view, the tournament turned out to be a head-to-head race between the hosts and the newcomer to the World Cup in Kyrgyzstan until the final day . Both teams won their first four games clearly and went into the direct duel on the last matchday with equal points. Due to the decision of the IIHF that the Kyrgyz player Aleksandr Titov was not allowed to play, the four games with Kyrgyz participation were each rated with three points and 5: 0 goals for the opponent. Thus, the United Arab Emirates were already established as promoters before the last game. At the end of the same point, Hong Kong , who were relegated from the previous year , had lost out in a direct comparison with 1:11.

Behind these teams were Thailand , Bosnia and Herzegovina , Kuwait and Kyrgyzstan, who won the final game against the Emirates 7-4. Due to the dissolution of the qualification for Division III and the introduction of the new Division IV for the 2020 World Cup , Kuwait and Kyrgyzstan were relegated to the same.
