A Russian team had already taken the place of the old Soviet Union last year . This year some of the successor states pushed their way into the World Cup. Yugoslavia , too , had meanwhile disintegrated into states; but the process was less peaceful than when the USSR broke up . This had two consequences. On the one hand, there were two new ice hockey nations with Slovenia and Croatia that wanted to take part in the world championships, on the other hand, the rest of Yugoslavia , consisting of the old republics of Serbia and Montenegro , was boycotted due to its driving role in the civil wars in these regions, also with athletic, occupied and was not allowed to participate in the C-WM. The IIHF was therefore forced to make extensive changes in the C group area . The C1 group was increased from 6 to 12 teams and back to a pure C group. The new group consisted of the five teams of the C1 group of the previous year (without the B group promoted Great Britain and without the boycotted B group relegated Yugoslavia ), the two first-placed teams in the C2 group (with the C2 group runner-up South Africa for the excluded Yugoslavia moved up) and five qualifiers together. The qualification , which took place in autumn 1993, was held in four groups, with the four group winners qualifying for the C-World Cup: In addition, the fifth qualifier was the group runner-up from the top- performing group , which was composed of the CIS countries. Participants in this qualification were the four remaining teams in the C2 group from the previous year as well as eight new countries, all of them successor states of the USSR and Yugoslavia.
There were also some minor changes in the A group . At this World Cup, the two group fifths of the preliminary round had to go into the play-downs against relegation. In addition, the team from Czechoslovakia was replaced by a purely Czech team , because on January 1, 1993, Czechoslovakia had also split into the Czech Republic and Slovakia .
A world championship
The official logo and poster showed a puck and, separately, a puck stylized bird called "Bully". The Futura was used as the font . There was also an official anthem for the World Cup. The World Cup poster was advertised on a telephone card for 12 DM.
The woodcut “Puck” by Georg Baselitz
Georg Baselitz created the woodcut "Puck" for the German Ice Hockey Federation in the size 103 × 72 cm, this was printed in two colors, 300 pieces each in black-red, blue-red and green-red. The edition was 300 pieces each, of which each print was signed and numbered by the artist. Another 2000 pieces of the green-red version were created as an unsigned print.

Final placement of the C-WM
Originally it was planned to hold the C-WM in the same form in the coming year. Qualification games were planned in advance. The last two of the two groups should take part in these qualifiers. The third from bottom of the tournament should also qualify, provided that the boycott measures against Yugoslavia were lifted and the country could play in Group C again. Therefore, a special game for 9th place was played. In retrospect, however, these plans were rejected again. It was decided to split the C group back into the C1 and C2 groups. In addition, the last three of the two preliminary round groups relegated to the C2 group, while the new national team of Slovakia and the team of Belarus were assigned a place in the C1 group by wildcard. They wanted to take into account the strength of both teams.
