The 28th Ice Hockey World Championship and 39th Ice Hockey European Championship took place from March 1 to 12, 1961 in Switzerland , in the cities of Geneva and Lausanne . The World Cup reached a new record with 20 teams, including South Africa, a newcomer to the World Cup. The IIHF therefore decided to hold a B World Championship as well as a C World Championship and to institutionalize this group division for the upcoming World Championship and to provide it with promotion and relegation regulations. In the A group, which is playing for the world title, eight teams should play, the B and C groups should each consist of six teams. The group membership of the individual nations was based on their placements at the 1959 World Cup , and there were also qualifying matches. The grouping should look like this:
- Group A: The first six of the 1959 World Cup and two qualifiers
- A-group qualification: Seventh, eighth and ninth of the 1959 World Cup, as well as host Switzerland
- B-group: The two losers of the A-group qualification and the tenth and eleventh of the 1959 World Cup as well as two qualifiers
- B-group qualification: The teams of the B-group of the 1959 World Cup (Hungary did not participate) as well as Great Britain and Belgium
- Group C: The losers of Group B qualification and the rest of the participating teams
The World Cup tournament was once again dominated by the Cold War. Since both the GDR and the FRG qualified for the A group, the second German-German duel at an ice hockey world championship was due. But the officials of the West German team protested against the fact that the GDR team was allowed to compete with its own flag and anthem (so-called flag dispute ). The German representation was threatened by the LIHG with the threat of exclusion from the following World Championships and Olympic Games in the event that the GDR team won a victory before the flag was raised and the GDR anthem played. The West Germans therefore did not play the duel against the East Germans and then lost 5-0 at the green table. Due to this defeat, the German team ended up in last place and would have been relegated and Norway would have been promoted as group B winner.
Since the athletes of the GDR (who defeated the US team at this World Cup) were refused entry by the US authorities of the host country in 1962 for political reasons, a related boycott of the World Cup by the solidarity states left the entire promotion and relegation regulation become obsolete for the next World Cup.
The World Cup brought the 19th and for a long time the last title for the previous series winner Canada , who was represented by the Trail Smoke Eaters . In the years to come, the so-called amateur problem was to become increasingly important. With the US boys , this problem became obvious this year. The Czechoslovakia celebrated its tenth European title.
