Mode and history
There were hardly any innovations compared to the previous year . Group A played in the same mode that year as in 1998 . For the first time, however, the Far East representative at the A-WM was determined by means of qualifying games. And for the first time the new promotion and relegation regulation came into force, which no longer provided for direct promotion and relegation between A and B groups. In addition to the Far East representative, four further World Cup participants were determined in an additional qualification. There were only four teams this year, as Norway, as a B group team, was allowed to move up directly to the A group due to its host role.
There were some changes in the C and D group areas. This year, the C-Group only played with seven teams, as Yugoslavia was excluded from the Ice Hockey World Championship at short notice due to the Kosovo war . The D-Gruppe, however, played with nine teams this season.

A world championship
The Group A World Cup was held at three venues - Oslo , Hamar and Lillehammer - in Norway . The team from the Czech Republic became the new world champion, winning their eighth title, including the successes of Czechoslovakia. In the final, the Czechs defeated the team from Finland very tightly by winning the extra time that became necessary after a victory and a defeat with 1-0. The bronze medal went to defending champion Sweden .
