In the top division, the four best teams in each group qualify directly for the quarter-finals. The total number of games is 64 games.

In Divisions I and II, the twelve teams are divided qualitatively into two groups of six teams. This is done on the basis of the final placements at the 2013 World Championships . Division III will play in a group of five teams.

The last two of the two preliminary round groups are relegated from the top division to Division IA. For the same reason, the first two will be promoted to the top division next year, while the sixth placed will be relegated to the IB division. In return, the winner of Division IB moves up to Division IA. The last one from Division IB is also relegated to Division II A. The promotion regulation of Division IB with one promoted and relegated also applies to Divisions II A and II B.

The top division world championship was held from May 9th to 25th, 2014 in the Belarusian capital Minsk . The games were played in the Minsk-Arena (15,000 seats) and the Tschyschouka-Arena with 9,614 seats.

Award

The application of Belarus sat down at the annual meeting of the World Ice Hockey Federation IIHF on May 8, 2009 at the Swiss Bern by 75 votes against from Hungary (24 votes), Latvia (3) and the Ukraine (3).

Belarus applied unsuccessfully to host the 2010 and 2013 World Championships . The country will host a World Cup for the first time in 2014, with the games taking place in two arenas in the capital Minsk . The main venue is the Minsk Arena , which opened in December 2009, with 15,000 seats. The second arena is the Tschyschouka-Arena , construction of which began in June 2009 and offers space for 9,614 spectators.

Hungary competed for the fourth time in a row to host the World Cup. The venues should be the Papp László Budapest Sportaréna in the capital Budapest with 12,500 seats and the Alba Arena in Székesfehérvár with 7,500 seats.

After hosting in 2006, Latvia competed again for a world championship. Both venues were located in the capital Riga . The Arena Riga (10,300 seats) and a newly built arena with 9,614 seats, which should be completed in 2011.

It was the first time that Ukraine applied to host a World Cup. Again, all games should take place in the capital Kiev . On the one hand in an arena with 12,000 seats, which was built by 2012; on the other hand in the Kiev Sports Palace with 5,500 seats, which opened in 2009.

The award of the World Cup to Belarus was at times controversial, especially after many Belarusian opposition members were arrested in December 2010. Among other things, several members of the European Parliament turned to the International Ice Hockey Federation IIHF and asked the association to withdraw the award of the World Cup as long as there are political prisoners in Belarus. After the execution of two convicted of the terrorist attack on the Minsk metro in March 2012, the debate about a possible postponement of the World Cup flared up again. Several German politicians, including the chairwoman of the sports committee in the Bundestag, Dagmar Freitag , declared in April 2012 their support for the project to award the world championships to another country. In contrast, the IIHF declared that the decision to hold the World Cup in Belarus would remain. Since there was no discussion and no vote at the IIHF association congress in Helsinki in May 2012, the tournament will take place in Belarus as planned.

mode

The 17-day world championship tournament is divided into two phases - preliminary round and final round.

The 16 teams play according to their world ranking placement initially into two groups of eight teams, a preliminary round ( Preliminary Round ). Three points are awarded for a win after normal playing time of 60 minutes, two for a win in the five-minute extra time or in the penalty shoot-out and one point for a defeat in the extra time or in the penalty shoot-out. In the event of a tie between two teams, the direct comparison decides. If more than two teams are tied, the following criteria decide:

  1. Number of points from matches between teams with the same points against each other
  2. better goal difference from the games against each other,
  3. Number of goals from the games against each other
  4. Points, goal difference and goals against the next-better, non-tied team (if possible),
  5. Results against the team that is better but not tied (if possible),
  6. Placement in the IIHF world rankings of 2013.

If, according to one of these criteria, only two teams are tied, the direct comparison decides again.

The four best teams in each preliminary group qualify for the quarter-finals and played the medal winners in the knockout system with the following semi-finals and finals ( playoff round ). The nations on the last rank of the respective group are relegated to Division IA. Since the Czech Republic is set to host the 2015 World Cup, the penultimate nation of the two groups with the worse record would be relegated in the event of a sporting relegation.

The group A tournament was held from April 20 to 26, 2014 in the South Korean city of Goyang . The games took place in the 3,400-seat Goyang SPART Complex Arena . A total of 31,822 spectators attended the 15 tournament games, which corresponds to an average attendance of 2,121 per game.

The Korea Ice Hockey Association as the organizer saw the World Cup tournament as a first test run for the collection of experience for hosting the Olympic Hockey Tournament at the Olympic Winter Games in 2018 in Pyeongchang . The motto “Beyond the New Horizons” ( German  “Beyond the New Horizons” ) was already based on the proclaimed Olympic motto of the Games “New Horizons” ( German  “New Horizons” ).

The tournament of Group A of Division I ended with a close three-way battle for the two promotion places in the top division. Ultimately, the two relegated athletes from the previous year and Olympians from Slovenia and Austria just prevailed against the competition. This is already the third joint promotion since 2010.
The first matchday already came up with two surprises. Austria needed extra time to prevail 3-2 against newly promoted Ukraine, and Olympic seventh Slovenia lost 2-1 to Japan. In the course of the first four game days, the two relegated from the previous year and Japan emerged as favorites for the two promotions, while hosts South Korea relegated to Group B prematurely after four defeats - and after two years of membership in Group A. By the last day of the match, however, none of the two promotion places had been taken. Only after the Japanese won a single point against Hungary on the final day, Austria qualified for the top division again before the last group game. Slovenia followed suit with a 3-1 win over Austria and secured group victory with twelve points. Both teams were promoted directly to the top again.

The group B tournament was held from April 5th to 11th, 2014 in the Spanish city of Jaca . The games took place in the 3,579-seat Pabellón de Hielo . A total of 13,679 spectators attended the 15 tournament games.

Even before the final day, the decision about the ascent as well as the descent had been made. The host Spaniards could not be denied the immediate promotion after the team had already prevailed on the opening day against the hitherto worst rival Mexico with 5: 3 and had maintained the required three-point lead after winning a direct comparison. After two years of membership in Group B of Division II, Turkey rose again to Division III, while South Africa, who had been promoted to last year, managed to stay in the league by winning a direct comparison.
