The A group of the 53rd Ice Hockey World Championships and 64th Men's Ice Hockey European Championships in 1989 took place after a one-year break due to the Olympic ice hockey tournament in Stockholm and Södertälje in Sweden . 29 teams took part in the four World Cup groups, a new record.
The only change in the competition mode was in the relegation regulation between B and C and C and D groups. Instead of the previous two, there was only one promoted and one relegated.
The world championships were again overshadowed by doping cases. In the A group, the American Corey Millen was convicted of doping. However, the IIHF's penalties did not have any particularly serious consequences for the US team, as they had already lost the two games against Canada and Czechoslovakia. In addition to the suspension for the player, the US team only had to deal with the cancellation of their goals scored in these two games. The situation was similar in the B group, where the Austrian Siegfried Haberl tested positive. Here, too, the Austrians had lost the game against Norway; the consequences were the same as for the USA. The situation in the D group was considerably more difficult, where several doping cases had already occurred on the first day of the match with both winning teams. For both the Romanians and the British, the clear successes were converted into defeats with 0-0 goals each. However, the two losing teams were not declared winners. For them, too, the games were rated with 0: 2 points and 0: 0 goals. For Romania, however, the consequences would have been fatal. Because of this defeat, the Romanians missed first place and thus the promotion. Since this was seen as undue hardship on the part of the association , it was decided at short notice to let the Romanians rise as second in addition to D-group winners Belgium. An increase in group C to 9 teams was necessary.
The team of the USSR became the new world champion in a sovereign manner. For the first time at an ice hockey World Cup, the Soviets had to deal with similar problems as the other major ice hockey nations. Due to the political opening of the USSR, which hit the country under the slogans glasnost and perestroika at the end of the eighties, some of the Soviet ice hockey stars had migrated to the North American professional league NHL and were now not available to the Sbornaja at the World Cup. This had raised some hopes among the other ice hockey nations, but these were disappointed. There were some close games for the record world champions, but in the end they won all their tournament games and clinched their 21st World Cup and 26th European Championship title. Even in the final round, they didn't get nervous and stayed victorious.
