The A group of 56th World Ice Hockey Championships the men was from 28 April to 10 May in Prague and Bratislava in Czechoslovakia played. The other groups played in Austria , Great Britain and South Africa . A total of 32 teams took part in these world championships, which was a new record.
There have been a number of changes this year. For the first time since 1976, a world championship was held in an Olympic year. The reason for this lay mainly in the IIHF's financial considerations , which promised itself more income. Furthermore, the A group played for the first time with 12 teams. For this increase, too, financial reasons were primarily decisive. The increase required a new mode: After a preliminary round in two groups of six teams each, the four best placed in each group reach the quarter-finals and play the world champion in the knockout system. The last two in each group determine the relegated team in a direct duel. For the fifth place, the World Cup is over after the preliminary round. The final placement of the teams eliminated in the quarter-finals and the two fifth-placed teams is calculated based on their performance in the preliminary round. It was also new that there was no longer a European Championship this year . The tradition of a European continental championship, which had existed since 1910 and had not been played in a separate tournament since 1933 (previously in 1928 , 1930 and 1931 ), but as part of the World Cup games, came to an end with the 1991 World Cup .
There were also innovations in the area of the C group. One of the aims of the A group increase was to make room in the C group for other teams on the waiting list. However, an unusually large number of teams registered this year. Four newcomers to the World Cup took part in Israel, Luxembourg, Greece and Turkey; In addition, there was South Africa, which appeared again in the world championships for the first time since the 1960s. So the IIHF decided to reintroduce the D group. However, it got a new name and was now called the C2 group, while the classic C group was named C1 group. Both groups played with six teams each. In the C1 group, the five teams that played in the C group last year and were not promoted played; in addition there was Australia. The four newcomers to the World Cup, South Africa (for the first time since 1966) and Spain (paused in 1990) played in the C2 group.
The dramatic political changes in Eastern Europe also had an impact on this Ice Hockey World Championship. In the winter of 1991 the old Soviet Union had split up into 12 states. The three Baltic states had previously separated . In particular, the Russian Federation was considered the legal successor to the USSR, which also took the place of the Soviet Union in the A group at the Ice Hockey World Championships. Those successor states, in which some good ice hockey was also played, should only get a chance to intervene in the action at the upcoming World Cup.
Sweden successfully defended their title and became world champions for the sixth time. After a rather weak preliminary round, the Swedes improved from the quarterfinals and defeated arch-rivals Finland 5-2 in the final . For the Finns this was the first world championship medal. Both the new Russian team and Canada experienced a disappointment, both of which failed in the quarter-finals and achieved their worst World Cup placements with 5th and 8th place respectively. The Switzerland reached 4th place the best ranking since 1953 .
