The A group of the 55th Ice Hockey World Championships and 66th Ice Hockey European Championships took place from April 19 to May 4, 1991 in the Finnish cities of Turku , Helsinki and Tampere .
There was a change in the mode of the tournament this year, as no D-WM was held due to a lack of interest; therefore the C group played again with 9 teams. In addition, the IIHF had decided to increase the A group to 12 teams, so that this year there were no relegated teams in either the A or B group, but there were four promoted teams. A total of 25 teams took part in the world championships this year.
In connection with the mode change in the A group, the IIHF also decided not to choose any more European champions in the future. This ended the history of the European ice hockey championship after 81 years . The last European champion was the USSR . It was her 27th European title.
The major political changes in Eastern Europe were noticeable for the first time: due to German reunification, there was no longer a GDR team, which was the first time that an all-German team competed in the ice hockey world championships after the Second World War .
The course of the World Cup was reminiscent of the Ice Hockey World Championships in 1985 and 1987 . After a sovereign preliminary round, the USSR team gambled away the world championship title in the final round; Sweden won the title for the fifth time. Particularly disappointing this year was the performance of Czechoslovakia , which achieved the worst post-war placement at a World Cup with its sixth place.
