The 32nd Ice Hockey World Championship and 43rd Ice Hockey European Championship took place for the first time in Finland from March 4 to 14, 1965 , in Tampere .

In the post-Olympic year, a new division of groups was necessary due to the different mode of the Olympic tournament. The classification was primarily based on the results of the last pure World Cup in 1963 ; but also the performance at the Olympic Winter Games last year was included. The GDR continued to play in the A group as sixth in the 1963 A tournament , although it was not there at the Olympics (failed in the domestic German qualification ) . Claim to the still open eighth A group place on the one hand the German team due to their seventh place at the Olympics in 1964, although they should actually have relegated in view of a last place in the A tournament in 1963, on the other hand Norway , as B group winners 1963 did not want to be deprived of the fruits of their promotion again as they did before the 1963 World Cup, and thirdly the Swiss , who at least could claim to have defeated these Norwegians at the Olympic tournament and banished them to the placement round. The IIHF therefore decided to let these three teams play a qualification before the World Cup, with Germany and Switzerland playing out who was relegated directly to the B group and who was allowed to play a relegation against Norway for the A group place.

A qualification also had to be held for the B group places. Since a total of only 18 teams had registered for the World Cup, the World Ice Hockey Association found that it was not worthwhile to set up your own C group. Six B group places were allocated based on the placements at the 1963 World Cup . These were the two losers of the A-World Cup qualification, plus Poland , Yugoslavia and Romania as well as C-group winners Austria as promoted players. The four remaining teams then played the two remaining participants in the run-up to the World Cup. Since Romania withdrew from its participation at short notice, the B group only played with seven teams.

The sovereign world and European champion was once again the USSR without losing a point , thus winning its fifth World Cup title - the third in a row - and at the same time its eighth European Championship title.
