The 15th Junior Eurovision Song Contest took place on November 26, 2017 in Georgia's capital Tbilisi , after Mariam Mamadashvili won the Junior Eurovision Song Contest 2016 with her song Mzeo . It was the first time that a Eurovision event was held in Georgia. In addition, it was the fifth time that the competition took place in the country of the previous year's winner. The winner was Russia with Polina Bogusevich and the song Wings .

At the winner's press conference, Jon Ola Sand announced that they would now be asking for applications to host the next JESC. As usual since 2013, the previous year's winner, in this case Georgia, will be offered to host the next JESC first. On February 1, 2017, it was announced that Georgia will host JESC 2017. On August 9, 2017, the organizers announced that the Tbilisi Sports Palace , which was selected first, would be exchanged for the Olympic Palace as the venue. It was said that this place was better for the delegations, fans and press.
Moderation
The show was moderated by the singer Helen Kalandadze, who participated in 2010 as Sopo Nischaradse's background singer at the ESC in Oslo . For the first time since 2006 there was also an underage co-presenter; 13-year-old Lizi Pop took part in the JESC in 2014 and was eleventh with the title Happy Day , but to date has achieved by far the most views on the official JESC YouTube channel of the EBU with the music video .
Rule changes
Voting procedure
After the voting procedure was changed in 2016, it was changed again in 2017. At that time, the EBU announced that it would start an online voting before the show, which will later be combined with the online voting during the show. Everyone should be entitled to vote, regardless of whether they are voting from a participating country or not. This made up 50% of the bottom line. The other 50% came from a jury.
language
Since many participants want to use more English in their contributions, the maximum amount of English allowed in contributions from countries with other official languages has been increased from 25% to 40%. In addition, a maximum of six singers can be heard in the backing track from now on, but the performer must continue to sing live.

The official and final list of participants was published on August 9, 2017. Accordingly, a total of 16 countries will take part. Portugal will return to JESC after 10 years. Bulgaria and Israel withdraw from the competition. Bulgaria only elected a new program director in August 2017, so it was announced in September 2017 that the time was now too short to choose an artist and a song. Israel, however, gave no reasons for the withdrawal. Both took part last year.

The following countries previously announced that they would not participate in 2017:

Belgium : On May 30, 2017, VRT announced that it did not want to return in 2017 either.

Bulgaria : On August 9, 2017, the EBU published the full list of participants for the JESC 2017. Bulgaria could not be found here. At first it was unclear whether Bulgaria would really not take part, as the station only elected a new station manager in August. His participation in the JESC had previously been confirmed. On September 22, 2017, it was announced that they would definitely not participate. The reason for the withdrawal is the short time the broadcaster now has to choose an artist.

Denmark : Both Danish EBU members DR and TV 2 will not participate in 2017.

Germany : Although the NDR did not rule out participation in the near future, Germany was not on the list of participants in the end.

Estonia : On June 25, 2017, ERR announced that it would not debut at JESC in 2017 either.

Finland : On May 26, 2017, YLE announced that it would not debut at JESC in 2017.

Israel : On August 9, 2017, the EBU published the full list of participants for the JESC 2017. Israel was not to be found here. The reason for the withdrawal is possibly that Israel currently does not have a station in the EBU, as the IBA station was closed in May . It will not be decided until December whether the new IBC channel will be included in the EBU.

Iceland : On June 27, 2017, RÚV announced that they would not debut at the JESC in 2017 either.

Croatia : Although the broadcaster HRT has shown interest in returning, Croatia was not on the list of participants in the end.

Latvia : The Latvian broadcaster LTV will not participate in the JESC in 2017 either.

Austria : On May 31, 2017, ORF announced that it would not debut at JESC either in 2017 or in the next few years.

Sweden : The Swedish broadcaster SVT has also canceled its participation for 2017.
