Voting rule Each country distributes 12, 10, 8, 7, 6, 5, 4, 3, 2 and 1 points to the ten best titles by voting. The vote takes place 50 percent each by jury and televoting.

The 11th Junior Eurovision Song Contest took place on November 30, 2013 in the Ukrajina Palace in the Ukrainian capital Kiev .

  • Kiev hosted the event for the second time after 2009 . In the previous year, 2012 , Anastassija Petryk had won with Nebo (German "sky"), which, unlike the adult competition, was not a reason for the event. Ukraine and other states had to apply to host the event. Nevertheless, this was the second time since 2011 that the competition took place in the country of the previous year's winner. As in 2012, only 12 countries took part, which was another negative record.

    For a long time it was not certain whether the competition could take place at all, as far fewer than twelve countries had originally registered. The EBU postponed the deadline several times and saw no other option than direct talks with former participants. This enabled Malta and Macedonia to return.

    There were also Azerbaijan and Moldova, who wanted to cancel at first, but then wanted to continue participating. Most recently, an exception regulation made it possible for San Marino to participate for the first time, which is not only allowed to nominate residents of San Marino, but also Italian artists. Cyprus announced its participation first and even appointed a representative. Ultimately, however, CyBC was unable to participate. So in the end there were only twelve participants.

    Set of rules

    This year, some rule changes were made to kick off the second decade of the Junior Eurovision Song Contest. Songs can now be 3:00 minutes long, previously 2:45 minutes was the maximum length.

    In addition, the starting order was no longer determined by the producers, but drawn by the participants themselves on the Monday before the show.

    There was also the innovation that the points announcers were on stage in the hall and not in a studio of the respective broadcaster. This was changed due to the high cost of the twelve satellite links.

    Withdrawn countries

    • AlbaniaAlbania Albania - Radio Televizioni Shqiptar (RTSH) canceled the JESC 2013 on September 25, 2013 due to financial problems and last place in Amsterdam in the previous year's competition.
    • BelgiumBelgium Belgium - The Flemish TV broadcaster Vlaamse Radio en Televisieomroep (VRT) decided not to participate in the Junior Eurovision Song Contest . Since Belgium's preliminary decision for the Junior Eurovision Song Contest was so successful in Belgium itself, the focus was on continuing to organize this show for children internally.
    • IsraelIsrael Israel - On October 21st, ESC + announced that the IBA will not attend in Kiev.

    Other countries

    • BulgariaBulgaria Bulgaria - Bulgarian National Television (BNT) announced that it will not be returning in 2013. However, they plan to return to the competition in the near future.
    • FinlandFinland Finland - The Finnish television broadcaster Yleisradio (YLE) had shown increasing interest in the competition, so the country wanted to take part in the Junior Eurovision Song Contest 2012 , but withdrew its participation due to inconsistencies in the regulations. Now it was announced that nothing had changed and that there were still many reasons to show against participating. Nevertheless, the broadcaster does not rule out future participation.
    • LatviaLatvia Latvia - The Latvian broadcaster Latvijas Televīzija (LTV) will also not take part in 2013 after finishing last in the 2011 Junior Eurovision Song Contest . However, they plan to return to competition in the near future.
    • LithuaniaLithuania Lithuania - Audrius Girzadas from Lithuanian Television (LRT) announced that due to higher hotel costs and additional costs (including the rule that point announcers have to be on site) they cannot participate.
    • PortugalPortugal Portugal - Due to the realization of the children's festival "Little Singers Gala" in Figueira da Foz, the Portuguese broadcaster Rádio e Televisão de Portugal (RTP) will not return either.
    • SpainSpain Spain - Yago Fandiño, TVE's children's program manager, said on September 7, 2013 that he was in dialogue with the EBU regarding a return to the competition. He said that after the EBU reformed the competition, he was now reviewing initiatives in a format aimed at young audiences. If expectations were met, the country would likely return, says Fandiño. In the end, it was decided not to participate, at least for 2013.
    • Cyprus RepublicRepublic of Cyprus Cyprus - The Cypriot broadcaster CyBC had been assured of extensive financial support from the EBU and the Ukrainian broadcaster NTU and decided not to participate despite the contribution that had already been determined. Cyprus was thus the previously unknown possibly participating thirteenth country. In October it had already been announced that it would not be able to participate in the 2014 Eurovision Song Contest .
