Venue of the Junior Eurovision Song Contest 2016 |
After a victory at JESC, the Siegerland has the first opportunity to accept the choice as the venue. If this does not happen, another country can apply to host the event, as in 2015. The Maltese television PBS and the EBU announced on April 13, 2016 that Malta will host the Junior Eurovision Song Contest for the second time since 2014. This time, however, not the whole island, but only the capital Valletta is the venue. The Mediterranean Conference Center in Valletta, built in the 16th century, was one of the leading hospitals in Europe in the late Middle Ages and is by far the oldest venue for a Eurovision Song Contest and has already held several ESC preliminary rounds for Malta in the past.
On July 13, 2016, it was announced that several locations in Valletta would be included in the contest. The participating countries will perform in the Mediterranean Conference Center . However, various interval acts are to appear at the Teatru Manoel , St. George's Square and the Valletta Waterfront . There will also be children at these locations who represent certain participating countries, guest appearances and other, as yet unknown appearances are also planned.
It was also announced that the participants would be assigned classes and mentors so that the participants could develop better. The mentors will be previous Eurovision Song Contest participants.
On October 8, 2016, the stage of the JESC 2016 was presented, which will be located in the main hall of the center. TVM said they wanted to turn the Mediterranean Conference Center into a modern TV studio, but still wanted to keep the center's charm. However, the Green Room is different than in previous years are not in the main hall, but separately in "The Infirmary" (dt. The hospital ) of the Mediterranean Conference Center . As with the Eurovision Song Contest 2013 , there will also be a separate audience.
Moderation
On October 27, 2016, PBS announced the moderators; With Ben Camille and Valerie Vella, two people will host the show for the first time since 2013. Ben Camille is a model, actor and has already hosted the Maltese ESC preliminary decision, Valerie Vella has been a presenter for TVM for twenty years and announced her country's ratings at the 2000 Eurovision Song Contest . She also moderated the Malta Eurovision Song Contest three times .
format
Changes to the format
In 2016 there were extensive changes to the rules of the Junior Eurovision Song Contest. The previous age limit of 10 to 15 years has been reduced to 9 to 14 years. In addition, the broadcast took place on a Sunday from 4 to 6 p.m.
The EBU also announced at a press conference in Stockholm in May 2016 that televoting will be replaced by a children's jury, which, like the expert jury, will determine 50% of the result for each country. First, the cumulative results of the adult juries are displayed and then point speakers present the individual results of the children's juries. In addition, the automatic award of 12 points to each country, which had taken place before the voting since 2005, has been abolished.
On November 3, 2016 it was announced that from 2016 a three-person jury of experts will vote, with each expert having the voting share of a participating country, so the three jurors together decide 15% of the result. The jury includes Mads Grimstad from Universal Music, Christer Björkman , the producer of the Melodifestivalen and the head of the Swedish delegation at the ESC and participants at the ESC 1992 and Jedward , who represented Ireland at the ESC 2011 and ESC 2012 .
motto
The motto of the JESC 2016 was Embrace (embrace) . It stands for the basic core of the competition: solidarity, diversity, creativity and respect.
Official song
The official song of the JESC 2016 Embrace was sung by Destiny Chukunyere, the winner of the JESC 2015.
Interval Act
The moderator of JESC 2015 and Bulgaria's representative at the ESC 2011 and 2016 sang the fourth-placed contribution from the ESC 2016, If Love Was A Crime , as an interval act after half of the performances. Last year's winner Destiny appeared after all appearances in addition to her winning track Not My Soul and her new single La Di Da . The Duo Jedward, which is part of the expert jury, presented their latest single Hologram as part of the Interval Act . In addition, as has been customary since 2012, there was a common song that all 17 participants sang together, supported by Destiny Chukunyere.
Attendees
Poland, which last participated in 2004 , returned to the JESC after twelve years. Also Cyprus which last 2,014 took part, returned after two years back to the JESC. As the last and 17th country, Israel had confirmed its participation, which had only competed once in 2012. However, San Marino , Slovenia and Montenegro , all of which were still taking part in 2015 , canceled their participation for the JESC 2016. Slovenia is not satisfied with the changes to the rules. San Marino and Montenegro have not given a specific reason for the withdrawal.

Cancel
- Belgium : On July 19, 2016, VRT announced that Belgium would not return to JESC in 2016. The broadcaster was responsible for Belgian participation in 2003 and from 2006 to 2012. The Walloon broadcaster RTBF did not take over the Belgian participation either.
- Denmark : Immediately after the Junior Eurovision Song Contest 2015 , the Danish radio announced the reason for the country's absence since 2006. Jan Lagermand Lundme, director of entertainment at DR, said the competition was fun even though it was a competition. However, he criticized the fact that the competition was too similar to the Eurovision Song Contest and had strayed too far from its core idea - "the joy, the humor and the game".
- Germany : After broadcasting the 2015 competition live with a comment on eurovision.de and the contest now taking place on a Sunday afternoon, participation in the near future was considered likely. However, there are no plans in this direction for a JESC debut in Germany in 2016.
- Greece : On May 25, 2016, ERT announced that it would not participate in 2016 either. JESC 2008 was the last so far with Greek participation.
- Croatia : On August 17, 2016, HRT announced that it would not return in 2016 either.
- Latvia : LTV has ruled out returning to JESC for 2016 as well.
- Moldova : On July 13, 2016, TRM announced that it would not return to JESC in 2016.
- Montenegro : On August 29, 2016, RTCG announced that it would withdraw from the Junior Eurovision Song Contest. However, no specific reason for the withdrawal was given.
- Norway : In May 2016, NRK announced that it did not want to return in 2016. The reason is still the fact that professional composers are allowed to participate.
- San Marino : On July 14, 2016, SMRTV announced that it would withdraw from this year's JESC, but wish the organizer all the best. Reasons for the withdrawal were not given.
- Switzerland : RSI announced on July 5, 2016 that Switzerland would not return in 2016.
- Slovenia : RTVSLO will not participate in the competition in 2016 due to the rule changes. Which rule change is explicitly responsible for this decision was not mentioned.
- Czech Republic : On July 5, 2016, ČT announced that the Czech Republic would not participate in 2016.
- United Kingdom : On May 26, 2016, ITV announced that it would not participate in 2016. There are three other UK broadcasters, but they have so far shown no interest in the JESC.
