The 7th Junior Eurovision Song Contest took place on November 21, 2009. The event rights were granted to Ukraine, which was able to prevail against competitors from Belarus and Serbia and which had already organized the Eurovision Song Contest 2005 . The competition took place in the local Sports Palace, a multifunctional hall with 6,000 seats, which in 2005 also served as a venue for the ESC. The Netherlands emerged victorious with Ralf's song Click clack .

Only 13 countries agreed to participate, which was a new negative record. Bulgaria, Greece and Lithuania withdrew from the competition. Sweden, which paused in 2008, returned in 2009.
Withdrawn participants
- Bulgaria : Bulgaria did not agree with the result of the Junior Eurovision Song Contest 2008 and withdrew from the Junior Eurovision Song Contest 2009.
- Greece : ERT withdrew from the competition due to the poor economic situation in Greece.
- Lithuania : Lithuania did not take part in the Eurovision Dance Contest or the Junior Eurovision Song Contest due to financial constraints .
