Voting rule | Each country distributed to the ten best titles by voting 12, 10, 8, 7, 6, 5, 4, 3, 2 and one point. In the final, 50 percent of the votes took place by jury and televoting , in the semifinals the televoters selected nine and the juries selected another finalist. |

The 54th Eurovision Song Contest took place on May 12, 14 and 16, 2009 in Moscow . The winner was the Norwegian entry Fairytale by Alexander Rybak , with a record of 387 points .
Host Country was the first time Russia after the Russian contribution Believe by Dima Bilan at 53. Euro Vision Song Contest in Belgrade had won.
Although it has been a tradition since 2002 , Moscow decided not to use a motto for the competition. This custom was continued as early as the next year. The two semi-final rounds were moderated by the moderation couple Natalja Vodjanowa (top model) and Andrei Malachow (TV presenter). The finale was presented by actor and presenter Ivan Urgant and the singer and ESC participant in 2000 Alsou . For the first time in the history of the ESC, a different pair of moderators was used in the semi-finals than in the final round.
venue
The Olimpijski -Arena in Moscow was the venue for the Eurovision Song Contest 2009. The hall holds 10,000 to 16,000 spectators for sports and television events and was built for the 1980 Summer Olympics in Moscow.
format
New voting rule
This year, for the first time since 1996, juries were used across the board . The country voting consisted of an equal number of audience and jury ratings. In the semifinals, televoting counted for the first nine places. The 10th starting place was awarded by means of a wildcard from the jury to the country that received the most votes from the jury and was not placed among the first nine places in the televoting.
Each jury consisted of five members who should have a professional connection to music. They were not allowed to participate in any form of competition titles. Each member created their personal ranking according to the model that has been in effect since 1975 . These points were added up and the jury points were determined using the same system. These points were added together with those of the televoting.

The registration deadline for broadcasters to the European Broadcasting Union was January 4th, 2009. The European Broadcasting Union did not publish the complete list of participants until January 12th. 43 countries took part, which would have been the number of participants from the previous year. On March 11, 2009, however , Georgia withdrew the participation because Georgia did not want to change the lyrics of We don't wanna put in . Thus there were 42 countries (one country less than in the previous year) in the list of participants after several countries withdrew their premature cancellation. San Marino did not participate. As an explanation, San Marino gave financial reasons. The Slovakia was back after eleven years of abstinence.

The final took place on May 16, 2009.
Lithuania and Moldova returned to the finals after two years, Malta after three years and Estonia after six years. In the periods described, the named countries were eliminated in the semifinals.
The big four and the host country automatically qualified for the final. The start numbers were drawn at two press conferences after the two semi-finals.
In the event of a tie, the higher individual rating decided.

Return to Slovakia
The Slovakia participated for the first time since 1998 in part again. Slovakia had already shown interest in participating in the previous year, as it has in the years since 1998. However, due to financial difficulties, it was not possible to participate; In 2008, for example, STV had to pay high expenses for broadcasting the Olympic Games .
Boycott planning in advance
Because of the Russian actions during the Caucasus War in 2008 , many countries - especially in Eastern Europe - were considering boycotting the competition. These countries included:
- Georgia, which had already confirmed that it would not participate but decided to participate in December after winning the Junior Eurovision Song Contest and
- the Baltic states of Estonia, Latvia and Lithuania.
The Estonian Minister of Culture, Laine Jänes, suggested boycotting the contest with Latvia and Lithuania. Lithuania kept the boycott open as an option in case the conflict in the Caucasus continued. In Latvia, however, both the state television station Latvijas Televīzija and the important composer and former Latvian culture minister Raimonds Pauls were against a retreat. Finally, LTV confirmed its participation in the competition in Moscow .
The Estonian television ETV also confirmed its participation in the contest, after 66% of Estonians voted in favor of participating in a survey. On October 31, Lithuanian television, LRT , followed suit .
Participation of Latvia
After the confirmation of participation by Latvian television, the preliminary decision Eirodziesma 2009 (German "Eurolied") was planned. Entries were open until November 30th, and the 21 participants were published on December 9th.
Due to severe budget cuts on the part of the Latvian government on the state broadcaster LTV amounting to three million euros, Latvia withdrew its commitment at short notice. It signed up again on January 12th. A national final was also initiated as enough sponsors invested.
Participation of Georgia
Georgia entered the title We Don't Wanna Put In the band "Stephane & 3G" for the competition. Because of the provocative text against Russia's Prime Minister Putin , Georgia was asked to change it. Because Georgia was not prepared to do so, it instead withdrew its contribution and was not entitled to vote (unlike Serbia-Montenegro in 2006 ).
Slavic Pride disbanded
On May 16 at 10:50 am, the “Slavic Pride 2009” , a peaceful demonstration for the respect for the rights of homosexual, bisexual and transsexual ( LGBT ) people who wanted to use the public at the Eurovision Song Contest to raise awareness of their oppression, took place on May 16 at 10:50 violently ended and 40 participants arrested, including human rights activists Nikolai Alexejew and Peter Tatchell . Others who tried to interview journalists present were also arrested. In addition, counter-demonstrators were arrested at other locations where the demonstration was originally supposed to take place in order to maintain public order. Politicians like the green member of the Bundestag Volker Beck and artists like Guildo Horn condemned the actions of the Russian state.
National preliminary decisions
- Albania : Interested Albanian artists were able to submit their title proposals for the Festivali i Këngës up to October 18, and on December 19 and 20, the candidates for the final round on December 21 were determined in two semi-finals. Kejsi Tola was chosen.
- Andorra : Andorra selected its interpreter in a final round with three entries. The composers had to have Andorran citizenship or a residence in Andorra. Songs in the Catalan language were preferred.
- Armenia : Armenian television held a public preliminary decision.
- Azerbaijan : Internal auditions were held in Azerbaijan to find suitable participants for the Eurovision Song Contest.
- Belgium : In Belgium, the Walloon television station held an internal election. The system was also used by RTBF in 2007.

- Bosnia and Herzegovina : Bosnia held an internal election this year. The winner was featured on the 2009 BH Eursong show .

- Germany : For the first time since 1995 there was an internal election in Germany and therefore no preliminary decision broadcast on television. The NDR announced this on December 16. One of the conditions for participation was that the authors / composers were already represented in the official charts , and membership in GEMA or a comparable company was required. The performers had to be “confident and experienced in singing and performing on stage under live conditions”. - Greece : ERT has chosen Sakis Rouvas to represent Greece. His song This Is Our Night was chosen in a preliminary decision, which was moderated by the Maggira Sisters.
- Ireland : Ireland had a final on February 22nd.
- Iceland : In Iceland, as in previous years, there was the preliminary decision Söngvakeppni Sjónvarpsins . It was held from January to February 2009. There were two semi-finals and one final round.
- Croatia : The Croatian preliminary decision Dora consisted of a semi-final with 14 songs on February 27th and a final with 16 songs (10 semi-final songs and 6 jury songs) on February 28th. The venue was Opatija.
- Latvia : The Latvian participant was selected by the Eirodziesma 2009 preliminary decision . There was a semi-final on February 27th with 20 participants, in which 10 songs reached the final on February 28th by televoting. There, the three participants for the superfinal were selected by a combination of jury and televoting. This superfinal was decided solely by the spectators.
- Lithuania : The Lithuanian preliminary decision Lietuvos danų daina consisted of several semi-finals and a final.
- Malta : Because of the poor results of the last few years (2006 last place, 2007 and 2008 no qualification for the final), responsibility has been removed from the Maltasongboard and transferred to a four-member committee. This has designed a partially new preliminary decision: Between November 8th and January 19th, the 80 previously selected songs were presented. A jury selected 15 of these 80 titles and made them into the final. The televoters determined five other titles. In the final, a jury selected three of these 20 titles for the superfinal . There the Maltese candidate for Moscow was determined by televoting.
- Macedonia : Macedonia determined its representative through the preliminary decision Skopje Fest . There were two semi-finals on February 19th and 20th. The first eight songs of each semi-final made it to the final. The decision was made by jury and televoting.
- Moldova : Moldova hosted a national final with 20 songs on February 14th. The winner was determined by a combination of a jury from the broadcaster, a jury of Moldovan music experts and a televoting.
- Montenegro : Montenegro selected a new system for the 2009 participant. They had an internal choice. On January 23, the broadcaster RTCG announced that Andrea Demirović would perform for Montenegro with the song Just Get out of My Life .
- Netherlands : In the Netherlands there was an internal selection. In the meantime, Dutch fans had founded a platform, the Eurovisie Platform , with the purpose of helping NOS find the right candidate. However, NOS did not select a participant from this “platform”, but opted for De Toppers . The song selection took place on February 1, 2009.
- Norway : In Norway there was again the preliminary round of the Melodi Grand Prix . There were three semi-finals, one second chance and one final round. A special feature was that 50% of all songwriters had to be Norwegian.
- Poland : Poland selected its participant through the preliminary decision Piosenka dla Europy .

- Romania : In Romania, the representative for the Eurovision Song Contest was determined by the Selecţia Naţională . 12 candidates from two semi-finals competed against each other in the final on January 31, 2009. Only Romanian composers were allowed to participate in the preliminary decision.
- Russia : The Russian broadcaster Channel One internally selected the 15 participants for the final on March 7th. There the audience chose the three participants for the superfinal, which was chosen by an eleven-member jury.
- Sweden : As in previous years, Sweden selected the participant in the Melodifestivalen . There were four semi-finals, a second chance round and the final, which were held in different cities across the country. As an innovation compared to previous years, there was a knockout system in the semi-finals for the first time in 2009, in which two songs competed against each other. The respective winner of a pairing moved directly into the final, the loser ended up in the second-chance round.

- Serbia : As in 2007 and 2008, Serbia drew the winner of the Serbian music festival Beovizija as a participant. The singing was in Serbian .
- Slovakia : Slovakia selected its representative through a final on March 8th.
- Slovenia : The Slovenian EMA preliminary decision took place in February 2009. 14 participants competed against each other in the semifinals, eight of them qualified for the finals. In the final, there were six contributions by composers who were set for the final by Slovenian television. The winner was determined by a mix of tele and jury voting.
- Spain : The Spanish preliminary decision was called Eurovision 2009: El retorno ("the return"). Performers could publish their songs on the MySpace page of the Spanish broadcaster TVE . Songs could be assigned to 10 categories: Pop Rock, Ballads, Metal, Electronic, Latin, Hip Hop, Indie, Flamenco, R&B and Others. Five songs from each category were selected by a jury and took part in one of the three semi-finals. The best five songs from each semi-final made it to the final. The decision was made by televoting and a jury.
- Czech Republic : The public broadcaster Česká televize chose Gipsy.cz as this year's representative of the Czech Republic in an internal election . The audience was able to vote by SMS between March 1st and 14th to decide which song Gipsy.cz should start with. The two titles Do You Wanna and Aven Romale were available .
- Turkey : The Turkish broadcaster TRT held an internal election this year and selected Hadise as its representative.
- Ukraine : A jury and the telephone audience selected Switlana Loboda from 15 finalists in February 2009 .
- Hungary : Hungary held an internal election this year. Only the third selected song went to Moscow.
- United Kingdom : Six candidates, selected by Andrew Lloyd Webber and other music experts, took part in the UK's Your Country Needs You preliminary round . The winner was determined by televoting and sang a song penned by Andrew Lloyd Webber at the Eurovision Song Contest. The preliminary decision was moderated by Eurovision Dance Contest presenter Graham Norton. The winning title was sung in English.
- Belarus : The Belarusian preliminary decision again carried the title of Eurofest . 15 participants were selected internally by a jury, who then competed against each other in a semi-final. Two of these performers qualified for the final through a jury decision. If the favorite of the televoting had been someone else, he would have entered the final as the third participant. The winner was then determined again by a jury.
- Cyprus : In Cyprus there was a finale with ten songs on January 31st. The decision was made by televoting. A total of 70 contributions were submitted to Cypriot television.

- With 387 points and a difference of 169 points to the runner-up, the Norwegian entry is the most successful in the history of the Eurovision Song Contest. In addition, Fairytale has been the first song since 2004 and the first winning title since 1997 to receive points from all voting countries.
