.by is the country-specific top-level domain (ccTLD) for Belarus (local language: Byelorussia). It has existed since May 10, 1994 . The ccTLD was administered by the Belarusian Ministry of Information Security for a long time, until it was dissolved in 2008 and the administration of the domain was transferred to Open Contact Ltd. was handed over.

Registrations only take place on the second level, but the Belarusian government also uses addresses on the third level under .gov.by and .mil.by . There are no particular restrictions on the assignment, so anyone can register a .by address. A .by domain can be between two and 63 characters long, the use of special characters is currently not possible ( see below ). Depending on the selected domain name registrar, registration is carried out within a few days up to six weeks.
BY is also used in the ISO country code ( ISO 3166-2 ) as a sub-country code for Bavaria (DE-BY), so that some Bavarian companies are represented under a .by address. This includes Bayern Tourismus Marketing GmbH , the official marketing company of the Bavarian tourism and leisure industry. This is regarded by the Bavarian State Government as "the official Bavarian tourism portal". The fact that Bavarian tourism operates under the top-level domain of a country known for human rights violations has led to criticism. The use of .by for Bavaria contributed significantly to the fact that the German Bundestag decided in January 2008 to support the introduction of new regional top-level domains.
internationalization
In 2013 the registry wants to fully internationalize the domain by supporting alphanumeric and Cyrillic characters . According to the operator, this should help to make .by more popular. The permission of particularly valuable single-digit domains is also being considered.
