The qualifying games for the 2010 European Championship began in October 2009 and 29 teams took part. The games were played according to the reformed system decided on at the 9th EHF Congress on January 26, 2008 in Lillehammer and first used in qualifying for the 2010 European Men's Handball Championship .
The teams from Finland and the United Kingdom played for the last free place in the qualification in September 2009 (14:17; 23:24). On March 24, 2009 in Vienna, the 28 teams (Denmark and Norway were automatically eligible to participate as organizers) were drawn from four lottery pots into seven qualification groups according to their EHF ranking.
- Lottery pot 1: Russia, Germany, Spain, Hungary, France, Croatia, Romania
- Lottery pot 2: Sweden, Macedonia, Poland, Ukraine, Austria, Serbia, Belarus
- Pot 3: Netherlands, Slovenia, Portugal, Turkey, Slovakia, Czech Republic, Iceland
- Lottery pot 4: Lithuania, Italy, Montenegro, Switzerland, Azerbaijan, Greece, Great Britain
