Harry Skinner

Harry Skinner (born May 25, 1855 at Hertford , Perquimans County , North Carolina , †  May 19, 1929 in Greenville , North Carolina) was an American lawyer and politician . Between 1895 and 1899 he represented the state of North Carolina in the US House of Representatives .

Career

Harry Skinner was the younger brother of Thomas Gregory Skinner (1842-1907), who was also a congressman for North Carolina. He first attended the Hertford Academy . After a subsequent law degree at the University of Kentucky at Lexington and his admission as a lawyer in 1876, he began to work in Greenville in this profession. At that time he was a member of the Democratic Party . In 1878 Skinner was elected to the Greenville City Council. Between 1879 and 1886 he was on the advisory board of Governor Thomas Jordan Jarvis . From 1880 to 1892 he was Democratic Party leader in Pitt County . He was a member of the North Carolina House of Representatives in 1891 and 1892 .

Skinner moved to the Populist Party around 1892 . Between 1892 and 1896 he was its chairman in Pitt County. At the same time he was a member of the state board of this party. Between 1890 and 1896 he was also a curator of the University of North Carolina . In the congressional election of 1894 he was elected to the US House of Representatives in Washington, DC in the first constituency of North Carolina , where he succeeded William AB Branch on March 4, 1895 . After re-election, he was able to complete two legislative terms in Congress until March 3, 1899 . During this time the Spanish-American War of 1898 fell .

In the elections of 1898 Harry Skinner was defeated by the Democrat John Humphrey Small . After leaving the US House of Representatives, he returned to work as a lawyer. Between 1902 and 1910 he was a federal attorney for the eastern part of the state of North Carolina. He then practiced as a lawyer again. He died in Greenville on May 19, 1929.
