Newton Whiting Gilbert (born May 24, 1862 in Worthington , Franklin County , Ohio , † July 5, 1939 in Santa Ana , California ) was an American politician and Governor General of the Philippines .

Degree and promotion to Congressman

After studying law at Ohio State University , he worked as a lawyer in Angola ( Indiana ) from 1885 . From 1888 to 1896 he was appointed and later elected surveyor in Steuben County . In 1896 he was first a member of the Indiana Senate and then from 1901 to 1905 Lieutenant Governor of that state . During the Spanish-American War , Gilbert was a captain and chief of the H Company of the 157th Infantry Regiment of the Volunteer Army.

From March 4, 1905, he represented the Republican Party in the Fort Wayne constituency as a member of the House of Representatives in the 59th Congress of the United States .

Advance to governor general of the Philippines

On November 6, 1906, however, Gilbert resigned from his mandate and became a judge at the Manila Court of First Instance . Two years later he was appointed a member of the Philippine Commission by President Theodore Roosevelt . As such, he was from 1908 to 1909 President of the Administrative Board of the University of the Philippines and, for a short time in 1909, Government Secretary for Public Contracts. From 1909 to 1913 he then served as Lieutenant Governor of the Philippines.

Gilbert was from September 1 to October 6, 1913 as the successor of William Cameron Forbes incumbent Governor General of the Philippines until Francis Burton Harrison took office . After returning from the Philippines, he was a lawyer in New York . He was also a delegate to the Republican National Convention in 1916 .
