The season was held in two halves. In each half the clubs played against each other twice, once at home and once away. There were no ties; in the event of a tie after 90 minutes, the playing time was extended by two fifteen minutes, whereby the golden goal rule was applied. If it was still a draw after that, the winner of the game was determined by a penalty shoot-out .
The table for each semi-series was drawn up according to the following criteria:
- Number of victories
- Goal difference
- Goals scored
- Results of the games among themselves
- Decision game or coin toss
After the end of a half-series, the club qualified with the most wins for the finals for the Japanese championship. The winner of the finals qualified as Japanese champion for the Asian Club Championship 1994/95 .
Attendees
A total of ten teams were selected to take part in the first J. League season. Nine of them were company teams that played in the Japan Soccer League and that were renamed after being incorporated into the new professional league. Only Shimizu S-Pulse was founded specifically with the aim of joining the J. League.

But also other venues such as B. Sapporo or Fukuoka were visited for advertising purposes.
