In the course of the development of the telephone network, area codes were often changed in order to free up certain number ranges. If there was a shortage of numbers in a local area network, the area code was shortened, as the total number of digits (without the traffic elimination digit  0) was limited to 10 digits. This number results from ITU recommendation E.163, according to which the international number including the country code ("49" for Germany) may have a maximum of 12 digits. In 1997 the recommendation was replaced by E.164 , which now allows 15 digits. With the previously common mechanical switching systems, additional dialer assemblies had to be installed for each additional digit, which represented a considerable cost factor.

Simplified remote dial-up service

In the early days of self-dialing remote service , there were alternative area codes for neighboring local networks that could be reached via a special traffic elimination number (usually 9). So could z. B. the number 45678 in the local network Saarbrücken can be reached nationwide via 0681 45678, from the rest of Saarland also via 93 45678. This access via shortened local area codes was called "Simplified self-dialing remote service" and has its origins in regional self-dialing networks that existed before the standardization in the area passed the German Federal Post Office.

A variant of this principle was the "local service", which linked some closely neighboring local networks by direct dialing using a single digit (mostly 8 or 9). This enabled the higher-level switching centers to be relieved. Sometimes longer combinations of digits were used. For example, the neighboring cities of Neu-Isenburg could be reached from Frankfurt and Offenbach by dialing the digits 607 and Bad Vilbel by dialing the digits 4509 directly at the local rate.

Such primaries were in operation until the mid-1980s. When they were switched off, the digits that became available could be used for new subscriber numbers in the local network. The newly acquired number blocks were usually used for digitizing the local exchanges , as the previous electromechanical exchanges with their existing subscriber lines also had to remain in operation.

In Berlin, after the fall of the Wall, 9 was used as a simplified area code for the telephone network in East Berlin for calls from West Berlin until the two networks could be merged. In preparation for the networks, the telephone numbers assigned in East Berlin were converted to free number ranges of the West Berlin telephone network (e.g. 5 and 9). At the time of this merger, the time interval for local calls in the Berlin telephone network was introduced. Up to this point, a conversation cost 23 pfennigs regardless of its duration.
