Phillip Francis Straling was ordained the first bishop of the new diocese on November 6, 1978 in Riverside . The church of Holy Rosary in San Bernardino was designated as the cathedral . According to the July 1978 edition of the San Diego diocese newspaper, The Southern Cross , 85 wards, 235,665 parishioners, 171 priests and 31 Catholic schools were transferred to the diocese of San Bernardino.

The history of the Catholic Church in the area of the later diocese of San Bernardino can be traced back to the 19th century. In 1842, settlers established the first town in the San Bernardino Valley, Agua Mansa , and the parish of San Salvador. After a severe flood in 1862, many of the pioneers migrated to Colton , where they built a church of the same name in 1893.
