José Serrano

José Enrique Serrano (born October 24, 1943 in Mayagüez , Puerto Rico ) is an American politician of the Democratic Party . He has been a member of the US House of Representatives since 1990 and currently represents the 15th Congressional constituency of the state of New York , which is made up of the southwestern part of the New York borough of Bronx . The numbering of his constituency changed several times over the years.

Life

Serrano was born in Mayagüez, Puerto Rico, in 1943 and moved to New York City with his family as a child. He grew up in the Mill Brook Housing Project in the Bronx, where he attended Dodge Vocational High School , then Lehman College . From 1964 to 1966 he was a member of the United States Army Medical Corps . After his discharge from the military, Serrano worked as a bank clerk and in school administration.

Serrano is married and has five children. His son José Marco is a member of the New York Senate .

Political career

Serrano was elected to the New York State House of Representatives in 1974, the New York State Assembly , of which he was a member until 1990. In 1976 he was a delegate to the Democratic National Convention in which Jimmy Carter was nominated for the presidential nomination. When in 1990 the previous member of the 16th congressional electoral district of New York, Robert García , had to resign as a result of the so-called Wedtech scandal , Serrano stood as a candidate for the Democratic Party in the by-election and became a member of the House of Representatives with over 90% of the votes United States, where he took up his new mandate on March 20, 1990. As he was re-elected in all subsequent elections, including the one in 2016, he can continue to exercise his mandate today. His latest legislative period runs until January 3, 2019. Until 1993, he represented the 18th then until 2013 the 16th constituency of his state. Since 2013 he has been the representative of the 15th electoral district.

He is or was a member of the Grants Committee and three of its sub-committees. (Subcommittee on Commerce, Justice, Science, and Related Agencies; Subcommittee on Financial Services and General Government [Chairman]; Subcommittee on Interior, Environment, and Related Agencies)

Positions

Serrano is considered a "progressive" and mainly represents liberal positions. In 2005, he voted as one of three MPs for a withdrawal of American troops from Iraq and against the USA PATRIOT Act . He is also committed to ensuring that Americans speak more than one language and combats "English only" efforts.
