The national teams from position 9 in the world rankings will play the three remaining places in a multi-stage system in qualifying tournaments between November 2019 and August 2020. A total of 36 countries registered for the eleven tournaments. This increased the number of participants by eight compared to qualifying for the 2018 Olympic Winter Games . The participants were divided into the qualifying rounds according to their world ranking:
|
|
|
In the first round of the pre-qualification, the eight registered national teams in the world rankings between 43 and 52 meet in two groups of four teams. The two group winners qualify for the second round and fill the field there to twelve teams. The other ten participants occupy places between ranks 27 and 42 in the world rankings. There, three independent groups of four are played, whereupon only the three group winners qualify for the next round.
For the third and final round of the pre-qualification, the nine registered national teams are placed on the world rankings between 18 and 26. Completed by the three winners of the previous round, the group winners are determined again in three groups of four teams. The three group winners finally reach the actual qualification, in which they then meet the nine teams that occupy places 9 to 17 in the world rankings. There will again be played in three groups with four teams each. The respective group winners finally qualified for the Olympic ice hockey tournament.
Among the unqualified nations, the International Ice Hockey Federation forms a ranking that will also be included in the IIHF world rankings for 2022.
Pre-qualification round 1
The first round of the pre-qualification took place between November 7th and 10th, 2019. The eight participating teams played two qualifiers for the next round in two four-team tournaments in Kockelscheuer in Luxembourg and Sanya in China .

Already after the end of the second day of the tournament, the success of Kyrgyzstan - after victories over the more highly rated teams from the United Arab Emirates and Luxembourg - was certain, which followed in this order in the other places. Last place went to the Bosnian-Herzegovinian national team with three defeats and a goal difference of 7:31.

The group O games of the first round of the pre-qualification took place from November 7th to 10th, 2019 in the ice rink of the Tus Ice and Snow Park in the Chinese city of Sanya in the Hainan province . Originally, the qualification tournament was supposed to be held in Mega Ice in the Kowloon district of the Hong Kong Special Administrative Region . However, due to the political protests in Hong Kong , the event has been moved to Sanya. A total of 1,687 spectators attended the six tournament games, which corresponds to an average of 281 per game.
With three wins, the national team of the Republic of China confidently secured the ticket for the next round of Olympic qualification. The Taiwanese laid the foundation for the tournament victory in their first game with a 5-3 win over Thailand, which had to hope for a slip of the previous table top in the last game of the tournament. With the Taiwanese 7-5 victory over Hong Kong these hopes were dashed. Last place went to the Kuwaiti national team with three defeats and a goal difference of 1:31.

The Group L games of the second round of the pre-qualification took place from 13 to 15 December 2019 in the Spanish metropolis and capital of Catalonia, Barcelona . There they played in the 1,256-seat Palau de Gel , the home ground of FC Barcelona's ice hockey department . A total of 1,980 spectators attended the six tournament games, which corresponds to an average of 341 per game. The Netherlands waived the right to host the tournament.
Due to a hole created when preparing the ice surface during the break between the first and second period, the decisive match between hosts Spain and leaders Netherlands could not continue after 20 minutes played when the score was 0-0. The game, which the Dutch finally won 5-3, was made up on January 8, 2020. In the course of the tournament, the team from the Republic of China (Taiwan) achieved the biggest win in the country's young ice hockey history to date with a clear 7: 1 victory over the higher-class Mexicans.
