William Lewis "Bill" Owens (born January 20, 1949 in New York City , New York ) is an American politician of the Democratic Party . From 2009 to 2015 he was a member of the United States House of Representatives for the 23rd  Congressional District of New York State .

biography

Bill Owens was born in New York City to Lewis Owens and Alice Stanton Owens. After graduating from high school at Chaminade High School in Mineola , he served in the United States Air Force , most recently as a captain (compared to a captain in Germany ). With a degree in administration , he graduated summa cum laude from Manhattan College in 1971 . In 1974 he graduated from Fordham University . Before he was elected to the US House of Representatives, he worked as a lawyer and consultant.

He was elected to the House of Representatives in a special election to succeed John M. McHugh , who was appointed Secretary of State for the United States . He was able to defend his seat in the 2010 elections with 48.2% of the vote. In Congress , he was a member of the Committee on Agriculture , the Committee on Armed Services, and the Committee on Homeland Security . In 2014 he decided not to run again. The Democrats nominated Aaron Woolf in his place, but he was clearly defeated by Republican Elise Stefanik .

He lives in Plattsburgh with his wife Jane . He has three children and four grandchildren and is Roman Catholic .
