Explanation

Cities

A city ( lungsod , sometimes siyudad , in Filipino ) is a level of local government in the Philippines . Cities are in the hierarchy on the same level of responsibility as independently administered Philippine municipalities, but cities - according to the "Local Government Code" of 1991 - are separated in terms of their larger share of tax revenue (IRA), which partly forms the city budget treated.

Cities are, like municipalities, subdivided into barangays (districts) and are governed by elected officials, such as a mayor as local chairman of the board, a deputy mayor, several council members as well as by salaried officials who chair the various local offices.

A number of cities in the island state are independent of provinces and are self-administered under the orders of the Philippine court and with a law passed by Congress. These places are classified as chartered cities; they also have their own representatives in Congress . Examples are Davao City , Valenzuela City , San Jose del Monte City and Zamboanga City .

A certain proportion of notarized cities is also classified as HUCs , i.e. H. as a highly urbanized cities ( Highly Urbanized Cities rated). Manila , Quezon City, and Davao City are examples of this category.

Another type of city are provincial cities ( component cities ), which are part of a province and are politically subordinate to the provincial government. These cities do not have their own autonomy or have representatives in the Philippine Congress, as is the case with the notarized cities. Examples of this class are Tarlac City in the province of Tarlac , Palayan City in the province of Nueva Ecija, and Pagadian City in Zamboanga del Sur .

Another group of cities is independent of a province. They are so-called Independent Component Cities , such as Ormoc City in the province of Leyte .

Metropolitan areas

Quezon City , which belongs to Metro Manila , is the most populous city in the Philippines with 2,679,450 inhabitants (2007 census). Davao City is - in terms of area - one of the largest cities in the world with an urban area of ​​2,444 square kilometers.

There are three metropolitan areas in the Philippines. By far the largest conurbation or urban agglomeration in the Philippines is Metro Manila with a population of 11,553,427 (2007). This means that 13 percent of the country's population is concentrated in the capital region. It takes over the city of Manila as well as 16 neighboring cities and communities.

The second metropolitan area is Metro Cebu in the province of Cebu with 2,314,897 inhabitants (2007). Its center is the provincial capital Cebu City , which consists of a total of twelve surrounding cities and independently administered municipalities. The third and youngest metropolitan region is the Davao Metro with 1,363,337 inhabitants (2007).

Classification of cities

Highly Urbanized Cities - These are cities with a population of at least 200,000 people and an annual income from the city's treasurer of at least fifty million pesos (P50,000,000.00). The price constants from 1991 are used as a basis. A highly urbanized city is certified by the National Statistics Office .

Chartered Cities - These are cities that have been designated by an ordinance of Congress . The prerequisites for the award of a city charter are the existence of (1) an independent government body with a mayor as chairman, a deputy mayor and a city council, (2) belonging to a congress district, (3) the provision of one representative per 250,000 inhabitants, (4) a police station, (5) a public seal and (6) the power to enforce, influence, secure, lend, promote and order anything that guarantees the true and principled interests of the city. It is also condemned when private functions are misused for public benefit. Only then will the notarization be signed and approved with the permission and authority of Congress.

Independent Component Cities - These are cities whose policies discourage voters from voting for eligible provincial MPs. These cities are independent of their geographically associated province.

Provincial Cities (Component Cities) - These are cities that do not meet the aforementioned requirements for notarized cities. They should be treated as a component, i.e. part of the province in which they are geographically located. If a Component City is on the border of two or more provinces, the city should belong to the province to which it was previously subordinate as a municipality. The definitions are set by the National Statistical Coordination Board.

Income classification

The cities are classified based on their average annual income in Philippine pesos for the past three calendar years .

  • 1st class: from 400 thousand Philippine pesos (PHP)
  • 2nd class: 320 to 400 thousand pesos
  • 3rd class: 240 to 320 thousand pesos
  • 4th class: 160 to 240 thousand pesos
  • 5th class: 080 to 160 thousand pesos
  • 6th grade: less than 80 thousand pesos

League of Cities of the Philippines (LCP)

The League of Cities of the Philippines (LCP) is a non-profit organization that is not subject to any government agency. The league was founded in 1988; 117 cities belong to it. The organization was created to coordinate joint efforts, improve administrative governance and local autonomy, and initiate tasks such as preserving the urban area and improving public work.
