Zollikofen is a municipality in the Bern-Mittelland administrative district in the canton of Bern in Switzerland .

geography

Zollikofen is about five kilometers north of Bern. Neighboring communities are: Münchenbuchsee in the north , the city of Bern in the south (with the Aare as the border), Ittigen in the south-east , Kirchlindach in the west and Bremgarten near Bern in the south-west .

Until it was drained around 1947/1948, there was a lake in Zollikofen, the Aegelsee .

Surname

The name comes from Zollinghofen - "the courtyards of the Ingen des Zollo", first mentioned in 942. The Alemannic clan of the Zollo with their descendants (Ingen) settled here in the 5th century.

history

In the last ice age, which ended around 14,000 years ago, an ice mass over 350 meters thick lay over Zollikofen. The landscape in the Zollikofen area was largely shaped by the Ice Ages.

The medieval Reichenbach Castle was most likely a result of a Roman river fort that was connected to the castrum on the Engeh peninsula .

The Reichenbach dominion with its fairy tales, forests, waterways and inhabited areas was founded at the beginning of the 14th century by Rudolf von Erlach, the victor of Laupen. Several changes of ownership followed. It existed until 1830 and is identical to the present-day community of Zollikofen.

Beat Fischer, the founder of the Swiss postal and messenger service (Fischersche Post), built Reichenbach Castle in Italian Baroque style in 1688 on the site of the former castle .

When the French moved into Bern after the last battle in Grauholz in 1798, Reichenbach's rule also changed. The sovereign rights were lost and the new political body was called Zollikofen. In 1811 Zollikofen broke away from Reichenbach and became an independent local community with around 500 inhabitants. The first municipal council was set up by the chief bailiff of the district, now the governor of the government. The Fischersche Post was nationalized after the founding of the Confederation and integrated into the PTT.

From 1918 onwards, the political parties began to exercise their civic duties to a greater extent. Until 1976, only SVP, SP and FDP were represented in the municipal council. While from 1918 to 1947 the SP dominated the municipal council with five out of nine seats, since 1948 the bourgeois parties SVP and FDP have usually had a majority with five to six seats. In 1939 the Zollikofen church was completed. Before that, Zollikofen was part of the Bremgarten-Zollikofen parish. The strong increase in population made a separate church necessary.

In 1964 the large local council (parliament) with 40 seats was introduced in Zollikofen. In 1968, three years before the Confederation, the voters decided that from now on women should also be entitled to vote and vote. At the end of 1990 Zollikofen had 6,277 voters. In 2000 Zollikofen had around 9500 inhabitants. Since 2005, the municipal council no longer consists of nine, but of seven members. The 10,000th resident was welcomed on March 20, 2008.

The large municipal council is the legislature of Zollikofens. It has 40 members and is elected every four years by means of proportional representation. The graphic on the left shows the distribution of seats in the Grand Municipal Council after the election on November 27, 2016.

The council is the executive branch of Zollikofens, it has seven members. With the exception of the mayor, the councils work part-time. In a vote on November 23, 1997, the voters of Zollikofen approved the conversion of the municipal council to full office . The first full-time municipality president was Stefan Funk on January 1, 2001, who was in office until the end of 2012. Since 2013 has Daniel Bichsel (SVP), the municipality Bureau held. The municipal council is elected every four years using the proportional system (at the same time as the large municipal council), while the municipal president is elected using the majority procedure.

The voting shares of the parties in the 2019 National Council elections were: SVP 23.8%, SP 19.2%, GPS 13.8%, FDP 11.2%, glp 11.1%, BDP 8.5%, EPP 4.2 %, CVP 2.7%, EDU (incl. DM) 2.0%, pirates 0.8%, others 2.7%.

With 10,306 inhabitants and almost 7,700 jobs, Zollikofen is an economic center at the gates of Bern and one of the most tax-efficient communities in the canton.

Even if only a few farmers are still active in the community, nature with hills, meadows, forests, streams and the Aare dominates the landscape. Zollikofen bears the “ Energy City ” label .

Government focus of the municipal council is the promotion of Zollikofen as a simultaneous place of residence and workplace. There are day school and day nursery places in Zollikofen.

Zollikofen is accessible by public transport (S-Bahn, RBS and PostBus); the local bus responsible for fine distribution runs every quarter of an hour. The Postbus on the Bern - Kirchlindach - Zollikofen line, which serves the industrial zone and the school for the blind, also runs every 15 minutes during rush hour. The Unterzollikofen, Steinibach and Oberzollikofen train stations are located in the municipality of Zollikofen. The most important traffic junction, the Zollikofen train station, is located on the municipal boundary and is partly on the territory of the neighboring municipality of Münchenbuchsee. The station houses the ticket sales point and a kiosk. It is the stopping point for trains operated by BLS AG (BLS) and Regionalverkehr Bern-Solothurn (RBS). From here the RBS bus goes to Büren an der Aare , Münchenbuchsee, Hüslimoos and Ittigen.

In Schönbühl there is a connection to the A1 and A6 motorways in the direction of Biel / Bienne. The connection to the A6 motorway towards Thun is located in Wankdorf .

In the upper part of the Zollikofen coat of arms there are two lions, each with a curved tanner's knife, and in a white field below there are nine book leaves. The two lions come from the coats of arms of the Bernese Venner societies Ober-Gerwern and Middle Lions , which were in the hands of the administration of the Zollikofen district court from 1409. The lower part of the coat of arms represents the former regional court coat of arms.
