Casino
A casino or a casino (also casino , casino or casino ) is a publicly accessible facility in which state- licensed gaming is operated.
Historical
The word "casino" comes from the Venetian and originally referred to the private rooms that the Venetian nobili maintained near the Doge's Palace in order to put on their official costume there, with which they were to assemble the Great Council or as an official to its commissions and government bodies had to appear. Soon these rooms were also used as places to socialize and became a synonym for casino or casino. Small buildings on the Venetian country estates in Terraferma were also given this name.
The word “casino” actually only means “small house”, therefore the same as “Ridotto” = Palazzo reduto. Casinos were used for a variety of purposes, not just as entertainment venues. Giacomo Casanova lived at times in casinos rented by him or given to him by his patrons, as we know from his memoirs (“Histoire de ma vie”) .
In 1638 the first public casino in Venice - the so-called Ridotto (San Marco 1362) - opened in Palazzo Dandolo; By the middle of the 17th century there were already more than 100. The gambling houses in Venice were operated by private individuals - mostly Venetian nobilhomini - but required a kind of official license. Up until 1797 there were also venues or booths that were virtually illegally maintained. When the Ridotto was closed on November 27, 1774 in an attack by purist forces, the absence of strangers was immediately noticeable, calculates an anonymous memorandum: 30,000 fewer masks were sold, which is estimated at a loss of 600,000 lire. There are also declines in sales in the textile industry, among the gondoliers, the innkeepers. “It is probably sufficient,” the script concludes, “if I say that over thirty factories are unemployed.” But the effects could not have been that serious, because after the closure of the Ridotto, more gambling dens were opened in cafes than before. At the end of the republic in 1797 there were 136. Now in Venice (since 1945) there is only the Casinò in the Palazzo Vendramin-Calergi on the Grand Canal .
Gambling has been institutionalized throughout Europe since the 18th century in royal towns, spas and health resorts, at fairs, fairs and noble balls. According to historical sources, the first open-air gambling took place in Venice as early as 1170 , especially during the Venetian Carnival . The first licensed playhouses were in the 14./15. Found in Holland and Flanders in the 19th century . The first German playhouse was found in Frankfurt am Main in 1396 . In 1638 the Venetian “Ridotto” became the first exclusive gambling venue. In 1720 the first casino in Germany was founded in Bad Ems . In 1763, the "Redoute" was opened in Spa, which quickly developed into one of the largest gambling metropolises. However, with the French Revolution, all casinos were closed. This made the German federal states the center of gamblers, especially the casinos in Aachen and Baden-Baden (1824). 1841 the French managed François Blanc and Louis Blanc with the establishment of the casino of Bad Homburg the Double Zero off, causing the Bad Homburg Casino the most successful casino that time was. In 1866 Dostoevsky wrote the novel The Gambler in Bad Homburg .
In 1863, François Blanc took over the Monte Carlo Casino , which eventually became the “World Capital of Luxury and Gambling”. This amalgamation of gambling, art and entertainment became the model for Las Vegas around 100 years later . After the casinos in Nevada were first firmly in the hands of the mafia, the gang economy increasingly gave way to shareholder management in the 1960s. There was an official ban on gambling in Germany from 1871 to 1933.

Concession
However, gaming machines within licensed casinos are not subject to in Germany casinos valid Gambling Ordinance , thus not those limits, but the individual country legislation. Licensed casinos are instead subject to permanent control by tax authorities (physical presence of tax officials / technical monitoring / daily accounting) and have access controls (visitor index, door security) and a nationwide blocking system for people at risk of gambling addiction (OSD).
Game offer
The German casinos receive the largest share of gross income from slot machines , in 2018 it was 77.6% of a total of € 685 million.
Most casinos continue to offer classic games of chance such as roulette and blackjack , and if the guests respond, the card game baccarat and various types of poker may be added . The process of these games is directed by croupiers or dealers. According to the rules of the game , the players bet either with money or with tokens, the so-called tokens or chips , which are exchanged for money before the game begins .
Access and etiquette
In principle, only adults with a valid ID have access to a casino (the age may vary in some countries, e.g. in the United States only from 18 or 21, sometimes even from 25 years, in Liechtenstein and Switzerland from 18 Years and in Germany, depending on the federal state, from 18 or 21). Historically, there was usually a residence ban , i. H. a ban on the residents of the place where the casino is located to participate in gaming operations.
Most casinos value etiquette , which traditional houses in particular pay attention to. The guests of the new casinos in Switzerland are also subject to a dress code when entering the establishments in many houses . While in Switzerland rigid regulations are disregarded and the overall appearance of the people participating in the game is examined, many of the Austrian and German casinos still have regulations on the individual items of clothing, such as the obligation of men to wear jackets, ties or bow ties on shirt collars and the prohibition of sports and work shoes as well as headgear.
lockout
The management of a casino can temporarily prevent players from playing by issuing a ban on playing at the municipal level, or in the long term and across the board by blocking them . A house ban is usually issued for reasons that can be found in the person of the player himself (for example in the case of pathological games or in the event that the endangerment of the economic situation becomes known) or for reasons of the viability of the affected players through their behavior within the guest community. A given house ban does not require any justification to those affected.
The blocking, on the other hand, includes the exclusion from participation in gaming beyond the issuing casino in all licensees for public gaming in Europe connected to the network of the information transmission of the blocking. The blocking of players must be communicated by entering the respective personal data individually without stating the reasons in a complicated process from casino to casino, as maintaining a database with access rights for all affiliated licensees of public gambling would contradict European data protection regulations. The reason for a blockage, on the other hand, must be legally justified to the person concerned and therefore sound due to its scope; Typically, gang gaming and fraud (especially gaming fraud ) or the attempt to do so are among the most frequent reasons, as well as other criminally relevant circumstances, as well as blatant, deliberate violations of the rules of the game provider. In addition, if the public has a legitimate interest, players can be banned by the authorities, or they can be banned locally, nationally or internationally for reasons of self-protection. In Nevada, if players are excluded from all casinos, they are entered in the so-called black book .
Taxation and suspicion of money laundering
Gambling winnings are tax-free, which is why they can be related to black money and money laundering . According to the Federal Criminal Police Office, there is a suspicion that casinos are being used for money laundering. There are innumerable ways to use casinos for money laundering; these can consist, for example, in the issuing of checks by the casino or in the opening of game capital deposits for use by players. The Financial Intelligence Unit of the Federal Criminal Police Office (BKA / FIU) stated on page 12 of the 2003 annual report on this topic: "Despite the widespread assumption that casinos are used for money laundering activities, the FIU received only one suspicious transaction report from casinos in 2003." By comparison, casinos and card clubs in the United States reported a total of 5,095 money laundering reports in 2003.
The high tax revenues from gambling dampen the political will to more effectively prevent money laundering in the capital circulation that is essential in casinos with legal means. In the report on the 174th meeting of the permanent conference of interior ministers of the federal states on July 8, 2004 in Kiel, the Federal Ministry of the Interior expressed its concern about the inadequate implementation of money laundering regulations in casinos. “As part of a survey in 2003, the Federal Ministry of the Interior, given the noticeably low number of initial reports, etc. a. from the casino sector in the years 1998 to 2002, however, expressed doubts about the adequate implementation of the money laundering regulations in these areas. "
In the annexes to the 2003-2004 annual report, the Financial Action Task Force on Money Laundering (FATF) drew attention to loopholes in the rules for combating money laundering in Germany. Specifically, in Annex C, the FATF criticized the lack of special criminal provisions in Germany for cases in which the authorities failed to inform the authorities of suspicious money laundering transactions. So far, there has been no response to this criticism.
Since June 15, 2003, all EU member states have had to transpose the “Second Money Laundering Directive” (Directive 2001/97) into national law, which also includes casinos. After the judgments of the European Court of Justice , most recently in case C-243/01 Piergiorgio Gambelli et al. a. of November 6, 2003, EU member states are only allowed to restrict games of chance for reasons of general interest, such as protection against money laundering or gambling addiction.

Germany
Until the beginning of the 1970s, the twelve German casinos were all in traditional health resorts and seaside resorts . It dominated the big game like roulette, slot machines were not very important. A drastic change began in the mid-1970s with numerous new casino openings, especially in major German cities or in their periphery (as in the case of the Hittfeld casino, which was founded in 1975 in the Lower Saxon area of Hamburg ). As early as 2005 there were 31 so-called slot machines among the now 80 casinos , in which only slot machines were offered. In 2018, a total of 7,500 slot machines were operated as so-called small games at the 70 remaining locations , which generated 77.5% of the gross income of the casinos.

Switzerland
In Switzerland, casinos were generally banned until the year 2000, which is why the casinos enjoyed great popularity in other countries near the border, for example in the Italian exclave Campione d'Italia or in Bregenz . A more liberal casino law was passed in 2000. It provides two types of casinos, A-casinos and B-casinos .
A casino
Grand Casinos offer a wide range of table games and slot machines. You may network the games within the casino and among the casinos, in particular to create jackpots (e.g. Swiss Jackpot)
B casino
The casinos with license B are only allowed to offer three types of table games (e.g. roulette, blackjack and poker) and a maximum of 250 slot machines. In addition, they must respect stake and win limits and are not allowed to network the gaming machines through jackpot systems beyond their own casino.
Differences regarding earmarking of the casino tax
The federal government levies the casino tax (a special tax) on the gross gaming revenues of the casinos. The tax rate for casinos with an A and B license was adjusted to January 1, 2010. 100 percent of the casino tax for casinos with license A flows into the AHV. At the casinos with license B, 60 percent of the casino tax goes to the AHV and 40 percent to the canton where the casino is located.
