Kaisvere is a village ( Estonian küla ) on the largest Estonian island of Saaremaa . It belongs to the rural municipality Saaremaa (until 2017: rural municipality Lääne-Saare ) in the Saare district .

The village has 22 inhabitants (as of January 1, 2016). It was first mentioned in 1509 under the name Kaysever .

The place is twelve kilometers north of the island's capital Kuressaare . The Põduste River (Põduste jõgi) flows east of the village center .
