The J.League Division 2 2003 was the fifth season of the Japanese J.League Division 2 . Twelve clubs took part in it. The season started on March 15 and ended on November 23, 2003.
Champion and thus promoted to the J.League Division 1 2004 was Albirex Niigata . In addition to Niigata, the runner-up Sanfrecce Hiroshima also rose.

The season was played in a double double round tournament, the clubs played four times against each other, twice at home and twice away; a total of 44 games per team resulted. There were three points for a win and one point for a draw. The table was created according to the following criteria:

- Goal difference
- Goals scored
- Results of the games among themselves
- Decision game or coin toss
The two clubs with the most points rose to the J.League Division 1 2004 at the end of the season .
Attendees
A total of twelve teams took part in the season. Here, the previous year's champion Ōita Trinita and runner-up Cerezo Osaka rose to Division 1 2003 ; the team from Osaka returned directly to this division after leaving Division 1 at the end of the 2001 season, Ōita, however, reached a top division in Japanese football for the first time in its history after six consecutive years in the second division.
The two promoted teams were replaced by the worst two teams in Division 1 in 2002 . The table penultimate Sanfrecce Hiroshima returned here for the first time since the 1990/91 season in a second-highest Japanese division, at that time the team was still operating under the name Mazda SC . Bottom line Consadole Sapporo had to return to Division 2 after two years in Division 1.

- Albirex Niigata played fifteen games at Niigata Stadium and seven at Niigata Athletic Stadium.
- Avispa Fukuoka played a home game at the Hakatonomori Athletic Stadium .
- Consadole Sapporo played ten home games at the Sapporo Atsubetsu Stadium and nine at the Sapporo Dome. In addition, found two home games at Muroran Irie Stadium in Muroran , Hokkaidō and a home game at Hakodate Chiyogaidai Park Athletic Stadium in Hakodate , Hokkaidō.
- Mito HollyHock played thirteen home games at Kasamatsu Stadium in Naka , Ibaraki. In addition, there were five home games at Mito Stadium in Mito , Ibaraki and four home games at Hitachinaka City Stadium in Hitachinaka , Ibaraki.
- Ōmiya Ardija played two home games at Saitama Stadium in 2002 .

- Sanfrecce Hiroshima played eleven home games at the Hiroshima Stadium and the Hiroshima Big Arch.
- Ventforet Kofu played a home game at Matsumotodaira Football Stadium in Matsumoto , Nagano .
- Yokohama FC played two home games at Yokohama International Stadium and one game each at Yumenoshima Stadium in Tokyo and one game each at Fukushima Azuma Stadium in Fukushima , Fukushima .
