A total of eighteen teams took part in the season, three more than in the previous season. At the end of the preseason, two clubs were promoted to Division 1 in 2009 . Master Sanfrecce Hiroshima managed to return directly to Division 1 after relegation in the 2008 season, while runner-up and Division 2 founding member Montedio Yamagata ended a total of fifteen years in the second division (five of them as NEC Yamagata in the Japan Football League ) and for the first time in its club history reached the highest Japanese football league. In the last relegation for a place in Japan's top division, Division 1-Sixteenth Júbilo Iwata narrowly prevailed against third-placed Vegalta Sendai .
The two promoted teams were replaced by two clubs from Division 1. Both the knocked-down Consadole Sapporo and the penultimate Tokyo Verdy returned to the Japanese second division after just one season.
The field of participants was completed by a total of three new teams, more than ever in the history of Division 2. While Tochigi SC , second in the table in the Japan Football League 2008 , and fourth in the table Fagiano Okayama have not yet appeared in higher-class football, the home clubs are of the table third Kataller Toyama long-time members of the Japan Football League. However, both ALO's Hokuriku , company team of the energy company Hokuriku Denryoku , and the YKK AP SC , supported by the zipper manufacturer YKK , did not have the necessary financial strength for a professional team, which is why it was decided to merge before the start of the 2008 season.
