Kellian Whaley
Kellian Van Rensalear Whaley (born May 6, 1821 in Utica , New York , † May 20, 1876 in Point Pleasant , West Virginia ) was an American politician . Between 1861 and 1863 he represented the twelfth constituency of the state of Virginia and from 1863 to 1867 the third district of the state of West Virginia in the US House of Representatives .
Career
Not much is known about Kellian Whaley's youth. He worked in the timber business until the outbreak of the civil war . In the run-up to that war, he was elected to the US House of Representatives for Virginia in 1860. There he replaced Henry A. Edmundson on March 4, 1861 . In the civil war that was now beginning, Whaley recruited soldiers for the Union Army . He was captured by Confederate soldiers in November 1861 . But he was soon able to escape again.
After Virginia left the Union, its congressional constituency was abolished because it was no longer part of the United States. Instead, he was the first member to be elected to the US House of Representatives for the third district of West Virginia, founded in 1863. He took up this mandate on December 7, 1863. After being re-elected in 1864, he was able to exercise it until March 3, 1867. Until 1865 he was chairman of the Committee on Invalid Pensions ; thereafter he headed the committee that dealt with claims from the American Revolution until 1867. His term in Congress was determined by the civil war and its aftermath. This included the Republican Party's conflict with President Andrew Johnson, who came into office after the assassination of Abraham Lincoln . In 1865, the 13th amendment to the Constitution was passed in Congress that abolished slavery . Whaley himself was elected to Congress as a unionist; but he was a member of the Republicans, whose Republican National Convention he attended in 1864 as a delegate. At that convention, President Lincoln was nominated for a second term.
In 1866, Kellian Whaley declined to run again. In 1868 he became a tax collector in Brazos de Santiago ( Texas ). He died in May 1876 in Point Pleasant and was buried there.
