All players born between January 1, 1993 and September 14, 1995 are eligible for the Entry Draft. In addition, all undrafted, non-North American players over the age of 20 are eligible for the draft. Likewise, those players are permitted for the draft, already the 2011 NHL Entry Draft were selected and until the time of the Entry Draft 2013 no entry contract with a franchise of the National Hockey League have signed.
The draft order was determined by the draft lottery on April 29, 2013 after the end of the regular season of the 2012/13 NHL season . The 14 teams that did not qualify for the play-offs of this season took part; or their right to vote holder. The lottery winner moved up to draft position 1, all other teams moved one position down. This gave each team participating in the draw the chance to receive the first right to vote. This change was introduced with the new collective bargaining agreement , which was ratified during the 2012/13 NHL lockout . Previously, the lottery winner could only move up a maximum of four positions. The weighting is retained, however, so that the worst team of the season still has a 25% chance of winning the lottery, while the best team in the lottery only has a 0.5% chance.
The Colorado Avalanche won the lottery and moved up one place from second to first place in the draft order. This was the first time they secured the first overall draft pick . The Florida Panthers , the worst team of the regular season, slipped from first to second place in the draft order.
The draft order of the 16 play-off participants will be determined after the Stanley Cup final. The Stanley Cup winner is placed on position 30, the final opponent on position 29. The teams eliminated in the conference finals are sorted into positions 27 and 28. The remaining play-off teams are seeded based on their standings in the regular season. The rule is that the team with the fewest table points is in 15th position. The draft order is the reverse of the overall table with the exception of the four conference finalists who are seeded in places 27-30. For the first round there is the lottery in which the 14 playoff teams can still change their position. If the lottery makes a change, it is only valid during the first round. For the remaining rounds the original order as it emerged from the placements applies. The teams can acquire voting rights from other teams via transfers.
