- Mosul / Iraq : During a raid by the United States armed forces , a suicide bombing occurs in a residential building, killing at least 11 people. The Moroccan-born Swede Mohamed Moumou, who assumed a leading role in the al-Qaida terrorist organization under the battle name of Abu Kaswarah, also died in the act .

- Paris / France : The result of a sample taken from this year's Tour de France by road cycling professional Stefan Schumacher is announced. The blood doping agent CERA ( EPO ) was detected in the sample . The Gerolsteiner team is suspending Schumacher with immediate effect.
- Reykjavík / Iceland : In view of the global financial crisis , the Icelandic government is taking control of the entire national banking sector to avert national bankruptcy. The International Monetary Fund sends observers to the country threatened by financial collapse.
- Schwerin / Germany : The state parliament of Mecklenburg-Western Pomerania elects the SPD state chairman and former Minister of Social Affairs Erwin Sellering as the state's new prime minister . His predecessor Harald Ringstorff (SPD) resigned for reasons of age.
- Stockholm / Sweden : The Nobel Prize for Physiology or Medicine will be awarded this year to three scientists, to the German Harald zur Hausen for the discovery that human papillomaviruses can cause cervical cancer , and to the French Françoise Barré-Sinoussi and Luc Montagnier for the discovery of the HI virus . The Nobel Prize in Physics will be this year in Japan -born American Yoichiro Nambu for his discovery of spontaneous symmetry breaking and the Japanese Makoto Kobayashi and Toshihide Maskawa for their explanation of CP violation subatomic particles obtained.

- London / United Kingdom : The British government under Gordon Brown submit to the Parliament before a decree by which the assets of the hard-hit financial crisis Icelandic bank Landsbanki to be frozen in the UK. The parliamentarians approve the plan later in the day.
- Lukla / Nepal : During the approach to the airport Lukla an airplane of the type DHC-6 had an accident . The crash killed 18 people, including twelve Germans .
- Stockholm / Sweden : The 2008 Nobel Prize in Chemistry goes to the Japanese Osamu Shimomura and the Americans Martin Chalfie and Roger Tsien for the discovery and development of the green fluorescent protein .
- Tokyo / Japan : The Nikkei 225 stock index suffers the biggest daily loss since October 20, 1987 with a loss of 9.4% . The other indices in Asia are also losing significantly.

- Berlin / Germany : In the dispute over the fund to stabilize the German banks with a volume of 480 billion euros, the federal government and the prime ministers of the German states regulate the distribution of the financing: 65% of the burdens in the extra budget are to be assumed by the federal budget and 35% by the states. The contribution of the federal states may not exceed the limit of 7.7 billion euros. The Financial Market Stabilization Act is to be passed by both the Bundestag and the Bundesrat on October 17, and the fund will then be managed by a newly created Financial Market Stabilization Agency as an institution under public law at the Deutsche Bundesbank .
