The Route nationale 21 , or N 21 or RN 21 for short , is a French national road that emerged from Route imperialé 24 in 1824. Its first route ran from Limoges to Barèges and Cauterets. In 1859, after a visit to Luz-Saint-Sauveur, Napoléon III ordered the road to the Spanish border to be extended via Gavarnie. The stretch from Gavarnie to the border was never built and integrated into the N 21. The planned tour was to Port de Boucharo, where on the Spanish side the C-138, which also never reached the pass, should have connected to Barbastro. In 1933 the branch according to Cauterets was marked as N 21 C and the branch according to Barèges was integrated into the newly dedicated N 418. In 1973 the section from Argelès-Gazost to Gavarnie was downgraded, in 2006 the section from Lourdes to Argelès-Gazost. The rest of the route from Limoges to Lourdes continues as a national road and is constantly being expanded.
