    The federal motorway 14 (abbreviation: BAB 14 ) - short form: Autobahn 14 (abbreviation: A 14 ) - in Germany leads from Wismar via Schwerin to Karstädt and from Dahlenwarsleben via the Magdeburg junction on the A 2 , Halle (Saale) and Leipzig to Dreieck Nossen on the A4 .

    The gap from the Schwerin junction to Magdeburg is partly in the planning stage, partly under construction and partly open to traffic. Complete completion is scheduled for 2030 at the latest. Most recently, the section between the Grabow and Groß Warnow junctions was released on December 20, 2017 , with 4 of 14 planned construction phases to close the gap.

    Although the highway south to north is predominantly in, it is contrary to the in Germany usual systematic numbered with an even number, which otherwise carry only highways in west-east direction. The reason for this is the course of the southern section that was built first, which still runs approximately in a west-east direction and was only later extended to the north.

    history

    The motorway was opened in several sections that were quite far apart. On April 25, 1936 the clearance between the junction Halle / Peißen and Leipzig (East) was granted . At the end of the 1930s, construction work continued between Leipzig (East) and Klinga and almost all bridges were completed. However, as a result of the Second World War , construction work was stopped.

    On a map from around 1958 the plan of a motorway connection from Wismar via Schwerin, Magdeburg and Leipzig to Dresden was drawn. These plans were only partially implemented in the GDR .

    • In the south, the route from Leipzig (East) to Grimma was opened in 1970, and in 1971 from Grimma to the Nossen motorway triangle ( A4 ).
    • In the north, from 1984 to 1986, an approximately 20-kilometer-long, partly only single-lane section from the Berlin-Hamburg motorway ( Schwerin triangle ) to today's Schwerin-Ost junction was completed before further construction to Wismar was discontinued for cost reasons. From then on, people spoke of the "Schwerin connection". After German reunification , this section was given the designation A 241 .

    Section Magdeburg – Halle

    As part of the German Unity Transport Project ( VDE No. 14 ), the new autobahn was built from the A 2 between the newly built Magdeburg and Halle junction (Halle / Peißen junction) and was completed in 2000. In 1996 the route between Löbejün and Könnern was opened as the first section . In November 1997 the section between the Magdeburg-Stadtfeld and Magdeburg-Reform interchanges followed, in October 1998 the subsequent section between Magdeburg-Reform and Schönebeck and finally on October 27, 1999 the section between Magdeburg-Stadtfeld and the Magdeburg motorway junction. In the same year, the section between Halle / Peißen and Löbejün was released on November 23, 2000 was followed by the section between Dahlenwarsleben and the Magdeburg motorway junction and on November 30, 2000 the last section between Könnern and Schönebeck.

    From August 31, 2006, the connection to the A 38 ( Südharzautobahn ) at the Parthenaue triangle created an alternative for traffic in the direction of Erfurt / Munich / Dresden , which should also relieve the A 14 in the north of Leipzig.

    In addition, the extension of the A 143 to the A 14 is planned, which would be connected via the planned Halle-Nord motorway triangle and thus close the motorway ring around Halle and the central German loop .

    In contrast, the northern extension of the A 71 from the southern Harz to the A 14, registered by the state of Saxony-Anhalt in the spring of 2013 for the Federal Transport Infrastructure Plan 2030, was found to have a low cost-benefit ratio due to the sharp decline in population in the Mansfeld region . The extension was therefore not included in the Federal Transport Infrastructure Plan 2030.

    Schwerin – Wismar section

    On August 24, 2006, the section between the Wismar cross and Jesendorf was opened to traffic. In the planning phase, this section, which is around eleven kilometers long and cost 50 million euros, was still part of the A 241. When the section was released, all existing sections of the A 241 were renamed the A 14.

    The further construction between Wismar and Schwerin was delayed due to financial and above all environmental problems. The first cut of the spade for the last section between the Jesendorf and Schwerin-Nord junctions was on October 30, 2007. On December 21, 2009, traffic was opened for the motorway, which is now continuously passable between A 20 and A 24.

    Closing the gap between Schwerin and Magdeburg

    Planning

    In 1995, various variants of the continuation were examined in the North-East traffic investigation (VUNO). In the so-called X variant , which was supported by the ADAC , among others , it ran from Magdeburg to Lüneburg , while the A 39 was to be extended from Wolfsburg to Schwerin .

    In the so-called I or suspender variant , which was preferred in 2004, the A 14 runs to Schwerin and the A 39 to Lüneburg . Salzwedel is to be connected to both motorways in an east-west direction by a "powerful" federal road , the B 190n . This is to be understood as a 2 + 1 solution. This variant, together with the A 7 , results in three parallel motorways in north-south direction, each about 50 kilometers apart.

    An extension of the A 14 north via Colbitz , Lüderitz , Stendal , Osterburg (Altmark) , Wittenberge , Karstädt and Ludwigslust with a connection to the northern section at the Schwerin junction is now planned . The spatial planning procedure for the route was completed on November 22, 2004. On April 12, 2005, the priority line of the A 14 was determined by the Federal Minister of Transport in accordance with Section 16 of the Federal Trunk Road Act . On June 20, 2007, Federal Transport Minister Wolfgang Tiefensee and the transport ministers of the federal states concerned signed the contract for the construction of the line. Accordingly, the gap should be closed by 2015 at the latest. In March 2011, completion was expected for 2020. Later both 2022 and 2030 were named as the year of completion.

    The financing plan provides for total costs of 775 million euros, which will be borne by the federal government, the federal states and the European Union . In May 2008, DEGES published a new cost estimate , according to which the costs could rise to around 1.3 billion euros, mainly due to environmental regulations.

    In October of the same year it was decided that the construction of this part would take place in three phases. The first was again divided into three sections and should have ended in 2015. These were Wolmirstedt – Stendal, Osterburg – Karstädt and Grabow – Schwerin. The costs of this phase amounted to 775 million euros, of which 42%, i.e. around 325 million euros, were to be taken from the EU funding program ERDF , which expired in 2015 . The second phase was divided into the sections Stendal-Osterburg and Karstädt-Grabow. The gap between Wolmirstedt and Magdeburg was only planned for a third phase. Until then, the A 2 and the partially four-lane B 189 will be used between the Magdeburg and Wolmirstedt junction . Until the summer of 2012, the construction of a 5.6 km long section near Colbitz could only begin. For all other sections in Saxony-Anhalt there was no building permit due to delays in planning. Due to the delays in the planning, it is assumed that the autobahn in Saxony-Anhalt cannot be completely completed until 2022 at the earliest, if all construction sections approved for planning can be built immediately. The northern extension of the A 14 through Saxony-Anhalt is also known as the Altmark motorway .

    Construction progress

    The symbolic groundbreaking ceremony took place on November 1, 2012 at the future Ludwigslust junction. The former Schwerin triangle, which was converted into a cross, was released on June 26, 2015.

    • The 16.2-kilometer section between the Schwerin junction (A 24) and the Grabow junction (B 5) was released on December 21, 2015.
    • The 9.8 kilometer section between the Grabow junction and the Groß Warnow junction was opened to traffic on December 20, 2017.
    • The 12.6 kilometer section between the Groß Warnow junction and the Karstädt junction was opened to traffic on December 21, 2015.
    • The planning approval process for the 17.6 kilometer section between the Karstädt junction and the Wittenberge junction has been in progress since April 2009. In 2015 no route had been determined. The aim is to route the route along the Wittenberge – Karstädt railway line, but the route around the towns of Bentwisch and Lindenberg is particularly controversial because the route either runs close to the two towns or goes around them with a large curve, which in turn affects the Elbe River Landscape Biosphere Reserve . The reopening of the planning approval procedure was expected in 2018. From March 2019, the documents for the hearing process were displayed. The plan approval procedure should be completed in 2020 in order to open the section to traffic in 2023.
    • The plan approval procedure was initiated in February 2010 for the 2.6 kilometer section (in Brandenburg) between the Wittenberge junction and the state border with Saxony-Anhalt. This should be completed by the end of 2015, but has been delayed due to changed requirements regarding flood protection. The BUND also criticizes the planned two-lane provisional connection south of the junction in terms of traffic effectiveness. The planning approval decision was issued on December 15, 2017. In preparation, ecological compensation measures were started in May 2017 and are to be completed by March 2019 [out of date] . Then the construction work should begin. The section is complained about by the BUND , which instead of the new construction of the A 14 demands an expansion of the federal road or a waiver of hard shoulder. In July 2019, a settlement was made in this regard, which includes additional nature and noise protection measures against the waiver of the lawsuit.
    • The planning approval process has been in progress since January 2010 for the 8.8-kilometer sections (in Saxony-Anhalt) between the state border with Brandenburg and the Seehausen -Nord junction (previously Vielbaum). The planning was discussed in December 2011. In December 2012 a supplementary interpretation of the planning documents took place, which among other things included new replacement measures for the corncrake . After further changes (among other things in the classification of subordinate streets) a second supplementary interpretation of the planning documents was necessary, this took place in September and October 2014. A third supplementary interpretation was carried out in August 2017, whose objections are currently being processed. The planning approval decision was issued on February 15, 2019. This was complained about by the BUND, the Seehausen Association and the Hanseatic City of Seehausen, with the aim of reducing expansion plans and achieving better noise protection. In the case of the lawsuits from the BUND and the association, a settlement was made in August 2019 with better noise and nature protection as well as additional bike connections. As a result, the city council of the Hanseatic city of Seehausen withdrew its action on September 10, whereby the planning approval decision became legally binding subject to the approval of the Federal Administrative Court.
    • The planning approval procedure for the 16.8 kilometer section between the Seehausen-Nord junction and the Osterburg junction began in the first half of 2013. In November 2014 the documents were publicly displayed, which ended without any objections. Nature conservation requirements for the skylark were revised in 2017. The presentation of the documents is planned for the second half of 2018.
    • The planning approval process for the 18.2 kilometer section between the Osterburg junction and the Stendal-Mitte junction (previously Uenglingen) has been in progress since July 2011. After an initial design in October 2011, extensive changes to the plan were necessary. These took place until December 2013 and were discussed in October 2014. Due to a necessary update of the reports, changes became necessary and were published in early 2017. The following renewed plan approval procedure was completed in February 2018; the planning approval decision is said to have been publicly displayed from 7 to 21 March 2018. Construction is only possible with the subsequent section up to the Lüderitz junction. The decision was not complained about and has been final since the end of April 2018. However, construction can only begin together with the southern section to Lüderitz. Building rights have been in place on the section since the end of February.     • The planning approval process for the 12.9-kilometer section between the Stendal-Mitte junction and the Lüderitz junction has been in progress since January 2011. These have been revised since March 2011 and May 2015. The objection period ended in June 2015 with a subsequent hearing in 2016. The additional planning documents were interpreted in May 2018. On August 14, 2019, the planning approval decision was issued. He was sued, but this lawsuit has no suspensive effect. The lawsuit was settled on June 19, 2020.     • For the originally 12.5 kilometer long section between the Lüderitz junction and the L 29 north of Dolle, the planning approval decision was issued in June 2012. This was complained about and negotiated in May 2014. As a result, the decision was suspended. The procedure should be resumed in 2016 after additional areas are planned to protect the goat milker. In order to ensure rapid further construction, the section was extended by 2.33 km to the Tangerhütte junction. On December 13, 2016, BUND and the state of Saxony-Anhalt agreed in a settlement on additional nature and noise protection measures against the waiver of further lawsuits, which resulted in building rights. The funds were released. 4 land consolidation procedures and archaeological investigations will be carried out in spring 2018 to clear the construction site. Construction began on August 27, 2018, and approval is scheduled for the end of 2022.
    • The 10.8 km-long section between the L 29 north of Dolle and junction Colbitz is since March 2010. plan established and should be built from the autumn of 2010. However, the start of construction was delayed in 2010 because the BUND and two private individuals had brought an action before the Federal Administrative Court. On May 25, 2011, the last lawsuit was dismissed by the Federal Administrative Court. However, as part of the proceedings, based on the BUND's action, a settlement was made with the federal government, according to which the first construction phase will be shortened by 1.5 km to 6 km. This section began on November 30, 2011. Following a renewed action by the BUND in December 2012, a decision by the Federal Constitutional Court made a supplementary plan approval procedure necessary in January 2014. The objection period for this ended in August 2015 without any objections. The planning approval decision became legally binding on April 4, 2016. Due to the pending decision on the next section to Lüderitz, this section may only be built after the legal decision on this section, which means that construction will not start until 2017 at the earliest. Therefore, in another change, the brackets with the connecting section to the north were changed by adding the northern 2.33 km of the section to the section connecting to the north, so that construction between the Colbitz and Tangerhütte junctions is possible. This decision became legally binding on July 20, 2016, which means that building rights exist between these junctions. The groundbreaking ceremony took place on August 16, 2017 with the start of construction of the bridge on the B 189 near Cröchern; species protection measures had already taken place beforehand.     • The 5.7 kilometer section between the Colbitz junction and the Wolmirstedt junction was opened to traffic on October 29, 2014.
    • The planning approval procedure for the 11.5 kilometer section between the Wolmirstedt junction and the previous end of the A 14 near Dahlenwarsleben has been running since February 2011. After the first discussion in October 2011, the planning had to be changed. The objection period for this change ended at the end of January 2015. A supplementary interpretation of the planning documents took place in June 2018.

    Controversy

    Since the autumn of 2004, opponents of the expansion of the A 14 have been gathering in the “No A14” alliance. The alliance argues with the low current traffic volume of around 15,000 vehicles a day, which would not justify the expansion of the existing federal highways (B 189, B 5 and B 106). Nevertheless, around 1.3 billion euros are budgeted for the construction. The action alliance sees this as a waste of taxpayers' money. As an alternative to the motorway, it proposes the expansion of the existing federal highways 5 and 189. Legal proceedings, similar to the process against the expansion of the A 143 near Halle, are expected and sought by the BUND .

    In fact, the traffic forecast “A 14 Magdeburg-Wittenberge-Schwerin”, which is decisive for the project, does not expect only 15,000 vehicles per day on any section in 2025. The section with the lowest occupancy (Wittenberge-Karstädt) is forecast to be 19,200 vehicles per day. In Saxony-Anhalt, occupancy rates of up to 39,400 vehicles per day are forecast in sections. All other sections lie between these values. The basis of the traffic forecast for the A 14 is the interdependence forecast for 2025 drawn up on behalf of the Federal Ministry of Transport, Building and Urban Development . The BUND report, on the other hand, estimates the traffic volumes to be significantly lower and no section has more than 26,000 vehicles.

    Lane

    The motorway has three lanes in each direction between Halle / Peißen and Leipzig-Ost as well as between Kreuz Magdeburg and Magdeburg-Stadtfeld , otherwise two. Since August 2009, it has been expanded to six lanes between the Leipzig exhibition grounds and Leipzig-Ost, with the expansion being completed in 2011 between Leipzig-Nordost and Leipzig-Ost. The section between Leipzig Exhibition Center and Leipzig East was officially opened on July 27, 2012.

    Construction of the first section of the six-lane expansion between Halle / Peißen and the Schkeuditzer Kreuz began in 2006, and the second section began in March 2007. Both sections were officially approved on July 8, 2009.

    The section between the Schwerin motorway junction and Schwerin-Ost has no hard shoulder . A subsequent installation of these hard shoulder is planned. Bridge crossings have already been widened for this purpose. A bridge between Plate and Consrade that could not be expanded was demolished and a new one was built by 2008.
